A RESOLUTION: APPROVAL OF MASTER PLAN UPDATE ALTERNATIVE
FOR THE LEES BURG EXECUTIVE AIRPORT
WHEREAS, the Leesburg Executive Airport conducted an Airport Master Plan update
for the future development ofthe airport in March of 2005, which resulted in the Town Council
adopting Resolution 2005-141 in support of plan Alternative No.5B of the five major alternative
airfield development strategies that were identified by the plan; and
WHEREAS, Airport Master Plan Update Alternative No.5B called for the relocation of
the taxiway 140 ft. to the east and planning for additional airport related development on the
west side of the airport; and
WHEREAS, the Master Plan update effort was conducted in accordance with Federal
Aviation Regulations, with funding from the Federal Aviation Administration (FAA) and the
Virginia Department of Aviation (DOA V): and
WHEREAS, the FAA and DOA V approved the Master Plan update aviation activity
forecasts; and
WHEREAS, a new alternative airfield development strategy was recently developed by
Campbell & Paris Engineers P.C., the contract engineer for the Leesburg Executive Airport, in
May of 2006 to address the forecast demand; and
WHEREAS, it has been determined that the newly proposed alternative airfield
development strategy would allow for more options in the development of the Leesburg
Executive Airport than originally included in the formerly adopted plan Alternative No.5B

identified in Resolution 2005-141. The newly proposed strategy would preclude the relocation of
the parallel taxiway resulting in significant cost savings to the Town of Leesburg, and would
include planning for additional airport related development on the south side of the airport; and
WHEREAS, the Airport Commission and the Airport Director recommend the selection
of this Airport Layout Plan alternative.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
newly proposed Airport Master Plan alternative, which does not require the relocation of the
taxiway 140 ft. to the east, as proposed by Campbell & Paris Engineers, P.c., be selected as the
preferred planning alternative for the Leesburg Executive Airport Master Plan Update. Because
it does not relocate the taxiway, this proposed alternative will allow the continuing use of the
condo hangars, the Town-owned hangars on the north ramp, the existing tie down areas, and will
result in a cost savings of over $364,800 in rental revenue. This alternative also enables the
Town to preclude the loss of 52% of the 265 currently based aircraft.
