HomeMy Public PortalAbout2017-03-201 REGULAR COUNCIL MEETING, MARCH 20, 2017 CALL TO ORDER The Regular Council Meeting of March 20, 2017, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Branch, Henry, Hussey, Luebbert, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: Graham A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Henry, seconded by Councilwoman Ward, to adopt the agenda with the addition of item b under “Presentations by Staff, Consultants, and Invited Guests” as discussed in the pre-meeting. The motion to adopt was approved unanimously. Mayor Tergin stated that the Council had discussed postponement of action on Bill 2016-120 (amending Code pertaining to tobacco products ) until the April 3 Council meeting due to the absence of the bill’s sponsor, Councilman Graham. MISCELLANEOUS AGENDA ITEMS City Administrator Steve Crowell made a presentation and introduced Ms. Ellen Stegeman as Outstanding Employee Service Award Recipient for March, 2017. Mayor Tergin congratulated Ms. Stegeman and thanked her for her dedication to the City, her outstanding customer service to citizens, and presented her with a token of appreciation from the City. PUBLIC HEARINGS 2 REGULAR COUNCIL MEETING, MARCH 20, 2017 There were no public hearings scheduled at this time. APPOINTMENTS BY THE MAYOR There were no appointments recommended at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Chief Matt Schofield introduced previous State Fire Marshall Randy Cole and current State Fire Marshall, Tim Bean, who made brief comments and introduced Ms. Donna Henson of “Common Voices.” Ms. Henson made a presentation regarding the issue of fire sprinklers and illustrated their importance by sharing the experience of the loss of her son, Dominic, who died in a fire at a University of Missouri fraternity house in Columbia. Following her presentation, Mayor Tergin thanked her, and stated that to see the full video called “Dominic’s Story” they can go to Youtube and find it by searching for that title. Chief Schofield and Interim Planning & Protective Services Director Sonny Sanders answered questions about the status of Code updates which would require sprinklers in the City. Mr. Davion Thomas, invited by Mayor Tergin, Councilman Hussey, and Councilman Henry, made an announcement on behalf of Mr. Tyrone Coleman, regarding the first annual JCMO Community Mass Photo on Saturday, April 22, from 1:00 -3:00 P.M. He distributed a flyer with contact information and further details about the event. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Mayor’s Announcements:  Councilman Graham recently participated in the Red Cross Heroes Dinner event  The News Tribune will host a City Council candidate forum at City Hall in the Council Chambers, as follows: o March 21 –City Council races on the April 4 ballot, 6:00 P.M.  The Capitol Avenue Project continues to move forward 3 REGULAR COUNCIL MEETING, MARCH 20, 2017  The conveyance of land in the Missouri State Penitentiary site from the State of Missouri to the City also continues to move forward  Participated with the Jefferson City Police Department in reading to children at both the Thorpe Gordon and Moreau Heights Elementary Schools  Attended the swearing-in ceremony of the new Missouri State Highway Patrol Superintendent, Colonel Sandra K. Karsten  Announced a fund raising opportunity for a charity event by purchasing raffle tickets for a quilt made by former Mayor John Landwehr’s mother, Mildred  Announced she had been asked, and had agreed, to be one of the participants in the St. Mary’s “Dancing With the Stars” fund raising event in May Council Committee Announcements:  Councilman Henry announced a Public Works & Planning Committee meeting at 7:30 a.m. on Thursday, March 23 Staff Announcements:  Parks, Recreation & Forestry Director Todd Spalding announced the Grand Opening and announcement of the name of the Multipurpose Facility on Friday, March 24  Interim Planning & Protective Services Director Sonny Sanders announced upcoming public forums for the system-wide assessment of Transit Mayor Tergin asked I.T. Support Specialist Clayton Toebben to come to the podium to be thanked for his service and support of I.T. issues during City meetings. Mr. Toebben thanked the Mayor for the unexpected recognition and stated he was honored to be of service. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Lincoln Liaison Jonathan Jackson was not present to give a report. Authorizing $34,180.00 contract with SiteMed for Firefighter NFPA 1582 Compliant Health and Wellness Physicals A motion was made by Councilman Prather to approve the Consent Agenda as presented, seconded by Councilwoman Ward, and approved unanimously. BILLS INTRODUCED 2016-121 sponsored by Councilman Prather, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING AND ADOPTING THE FIREFIGHTERS PENSION PLAN BENEFIT DOCUMENT. Fire Captain Kevin Bagby, Chairman of the Firemen’s Pension Board, was present and introduced Board Member Norm Robinson and Mr. Bob Wilson, Assistant Executive Secretary of Member Services for LAGERS. A motion was made by Councilman Henry to accept the substitute contract in lieu of the original contract which had been previously distributed to the Council, seconded by Councilwoman Ward, and approved unanimously. Bill 2016 -115 was passed by the following roll-call vote as Ordinance 15633: Aye: Branch, Henry, Hussey, Luebbert, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None 7 REGULAR COUNCIL MEETING, MARCH 20, 2017 2016-116 sponsored by Councilman Henry, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A DEVELOPMENT AGREEMENT WITH HELIAS CATHOLIC HIGH SCHOOL FOR THE RECONSTRUCTION OF THE 1200 BLOCK OF MYRTLE AVENUE. Councilman Henry made a motion that Bill 2016-120 be postponed until the April 3, 2017, City Council meeting. The motion was seconded by Councilwoman Ward, and approved unanimously by the following roll -call vote: Aye: Branch, Henry, Hussey, Luebbert, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None RESOLUTIONS There were no resolutions presented to the Council at this time. INFORMAL CALENDAR No bills appeared on the Informal Calendar. PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS 9 REGULAR COUNCIL MEETING, MARCH 20, 2017 Mr. Leonard Steinman made a presentation regarding substances which he stated cause cancer. Councilman Mihalevich noted that several persons were present to speak at this time which had not arrived in time to sign up to speak. The following persons spoke on the issue of City-owned properties located on East McCarty Street, Lafayette Street, and School Street which were slated to be demolished.  Mr. Tony Smith  Mr. Win Harrison  Ms. Judy Smith  Mr. Arturo Hernandez, Chairman of the Historic Preservation Commission The first three speakers, property owners in the area, urged the Council to delay any demolition in that area. Mr. Hernandez stated, on behalf of the Historic Preservation Commission, that there were no demolition permits currently before the Commission which had been reviewed by the Commission. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY There were no comments made at this time. NEW BUSINESS Following a brief discussion of City-owned properties mentioned by the presenters above, Councilman Branch made the following motion: I move that the Council direct the City Administrator to not proceed for a perio d of three (3) months by any City department with any demolition of structures on the following properties:  600 East McCarty  602 East McCarty  606 East McCarty  408 Lafayette  410 Lafayette, and  623 School St. 10 REGULAR COUNCIL MEETING, MARCH 20, 2017 The motion was seconded by Councilman Henry, an d approved unanimously by the following roll-call vote: Aye: Branch, Henry, Hussey, Luebbert, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None Mr. Leonard Steinman requested to speak again at this time. A motion was made by Councilman Branch, seconded by Councilwoman Ward, to suspend the rules to allow Mr. Steinman to speak at this time. The motion was approved unanimously. Mr. Steinman stated a book entitled “The House on Hobo Hill” by Jerena East Giffen is a history of the Jefferson City Public School District and contained information about some of the areas mentioned above. UNFINISHED BUSINESS There was no unfinished business brought before the Council. ADJOURNMENT As there was no further business to come before the Council at this time , a motion for adjournment was made by Councilman Hussey, seconded by Councilwoman Wise, and approved unanimously at 7:42 P.M.
