A RESOLUTION: APPROVING BAR CASE TLHP-2006-0046, AND COMPREHENSIVE
SIGN PLAN APPLICATION CSP-2006-0001, FOR A
COMPREHENSIVE SIGN PLAN SERVING FORT EVANS PLAZA II,
LOCATED AT THE INTERSECTION OF FORT EVANS ROAD AND
BATTLEFIELD P ARKW A Y.
WHEREAS, on March 27,2006, Michael Collier, President ofUniwest Group
(APPLICANT) applied to the Board of Architectural Review (BOARD) for review of a
Comprehensive Sign Plan for Fort Evans Plaza II, which will be located at the intersection of
Fort Evans Road and Battlefield Parkway; and
WHEREAS, the BOARD discussed the APPLICANT'S case, TLHP-2006-0046, at
regular meetings on April 17, 2006 and May 15 2006; and
WHEREAS, at the regular meeting on May 15,2006, the BOARD approved case TLHP-
2006-0046, including the two 77 -square- foot monument signs that will be located at the primary
entrances to the shopping center; and
WHEREAS, the APPLICANT subsequently received administrative approval of non-
substantive modifications of the proposed monument sign in accordance with Zoning Ordinance
Section 3.11.14 Change in Plans After Issuance of Certificate; and
WHEREAS, the Town Council has previously determined that the commercial conditions
along the Route 15 Bypass and Fort Evans Road warrant the installation of monument signs that
exceed the limitations specified in Article 15 of the Leesburg Zoning Ordinance; and
WHEREAS, the proposed monument signs are compatible with the scale ofthe Fort
Evans Plaza II shopping center and the architectural character of the buildings therein.

THEREFORE, RESOLVED that the Council ofthe Town of Leesburg in Virginia hereby
approves case TLHP-2006-0046 and CSP-2006-0001 to permit installation of two monument
signs larger than otherwise allowed by Article 15 (Sign Regulations) based on the rationale that
the commercial nature of Fort Evans Road, the scale ofthe shopping center development, and the
architectural character of the buildings warrant installation ofthe proposed monument signs.
The following conditions shall apply to CSP-2006-0001:
1. This project consists of three multi-tenant retail buildings, two multi-tenant
office buildings, and four pad sites. All proposed signs are to be white faced
channel letters with black returns mounted on raceways which will be painted
to match the color of the building. A limited number of signs will be
permitted to incorporate colored logos on one end of their signs, and such
logos shall not exceed the height of their letters. The letter style may vary,
however script style is not permitted.
2. The office buildings shall be permitted to have a sign on the top "band" of the
building on only two sides of each building. These signs shall be either be the
address of the building, or identify a significant office tenant within the
building. Further, no more than three first floor retail tenants in each office
building shall be permitted a sign. These signs shall be on the first level sign
band above their main entrance door.
3. There will be two monument signs, one at each of the two main entrances to
the project. These signs shall incorporate the same brick materials which are
used in the buildings of this project.
4. The signage for the pad site buildings are not part of this Comprehensive Sign
Plan, and shall be reviewed and approved by the Board of Architectural
Review.
