Roll Call: 2. Approval of Agenda: Minutes of August 26, 2015 Commissioner Sumrall moved, and Commissioner Meyring seconded the motion to approve the Agenda. Motion carried: 4-0. 3. Open Forum: 4. Public Hearing/Regarding: PH -Subdivision Exemption Plat Grand Park Drive Grand Park PDD Commissioner Taylor moved, and Commissioner Sumrall seconded the motion to open the public hearing on Subdivision Exemption Plat Grand Park Drive Grand Park PDD. Motion carried: 4-0. Published legal description for property had a few variations from the plat, all adjacent property owners were notified. Proof of publication, adjacent property owners certified receipts and all letters for and against were entered into the record. The applicant, Cornerstone Winter Park Holdings, LLC and Grand Park Development LLC are requesting approval of a subdivision exemption plat on both sides of the Union Pacific Railroad (UPRR) right-of-way near Leland Creek. The two parcels identified as parcel 1 and parcel 2 represent the planned road right-of-way corridor and railroad underpass construction corridor associated with the UPRR underpass project. The exemption plat will allow the applicant to convey the two parcels to the West Mountain Metropolitan District. The West Mountain Metropolitan District entered into a construction and maintenance agreement with UPRR and the Town of Fraser for the Page 2 of 2 construction of the railroad underpass at this location. This property will ultimately become part of Grand Park Drive. Clark Lipscomb, representing Cornerstone Winter Park Holdings, LLC and Grand Park Development LLC addressed the Planning Commissioners. Staff is recommending approval of the Grand Park Drive Exemption Plat with conditions. Commissioner Sumrall moved, and Commissioner Taylor seconded the motion to close the public hearing on Subdivision Exemption Plat Grand Park Drive Grand Park PDD. Motion carried: 5-0. Commissioner Sumrall moved, and Commissioner Taylor seconded the motion to approve Resolution 2015-10-01 Recommending Approval of the Subdivision Exemption Plat for Grand Park Drive, Town of Fraser, Grand County. Motion carried: 5-0. b. Annual Update to 3 mile Plan According to Colorado State Statutes, the Town of Fraser needs to update the Three Mile Plan annually. The three mile plan is a long-range plan that outlines where municipalities intend to annex property and describes how they will ensure adequate provisions of services within newly annexed territory and the remainder of the existing municipality. Resolution 2015-10-02 recommends approval of Fraser's Three Mile Plan by the Fraser Planning Commission. Commissioner Sumrall moved, and Commissioner Quinn seconded the motion to approve Annual Update to 3 mile Plan. Motion carried: 5-0. 5. Discussion: Work plan for 2016 • Update Comprehensive Plan • Design Standards • Road work — Fraser Valley Parkway • Pole Yard opportunities • Path along 804 — walkability around Fraser • Downtown revitalization • Train depot opportunities • Mixed use fee structure for water taps • Parking requirements • Possible code amendments 6.
