A RESOLUTION: INITIATING AMENDMENTS TO THE LEESBURG ZONING
ORDINANCE TO PERMIT TEMPORARY EMERGENCY SHELTERS
WHEREAS, it is the desire and intent of Town Council to facilitate and enhance the
availability of temporary emergency shelters in time of need caused by adverse weather
conditions, natural disasters and other situations be they man-made, such as terrorism, or natural;
and
WHEREAS, the Zoning Ordinance currently omits temporary emergency shelters as a use
in all districts; and
WHEREAS, Council desires to consider the establishment oftemporary emergency
shelters as accessory uses in churches, schools and public buildings within the Town of Leesburg;
and
WHEREAS, it is the intent of Town Council to establish use regulations, definitions and
appropriate locations for temporary emergency shelters in the Leesburg Zoning Ordinance; and
WHEREAS, the public necessity, convenience, general welfare and good zoning practice
require the proposed amendments; and
THEREFORE, RESOLVED by the Council ofthe Town of Leesburg in Virginia as
follows:
SECTION I. Amendments to the zoning code are hereby initiated and referred to the
Planning Commission to establish appropriate definitions, use standards and locations for
temporary emergency shelters.

A RESOLUTION: INITIATING AMENDMENTS TO ARTICLES 5,6,9 AND 18 TO
PERMIT TEMPORARY EMERGENCY SHELTERS
SECTION II. The Planning Commission shall hold a public hearing to consider these
amendments to the Zoning Ordinance, and report its recommendation to the Town Council
pursuant to Chapter 22, Title 15.2-2204 of the 1950 Code of Virginia, as amended.
