HomeMy Public PortalAbout2006_08_08_r144 The Town of Leesburg, Virginia PRESENTED: August 8, 2006 RESOLUTION NO. 2006-144 ADOPTED: August 8, 2006 A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO INSTALL ALL- WAY STOP SIGNS AT THE INTERSECTIONS OF WOODS EDGE DRIVE, N.E. AND LACKA W ANNA WAY, N.E., AND WOODS EDGE DRIVE, N.E. AND TINSMAN DRIVE, N.E./POWHATAN COURT, N.E. WHEREAS, residents of the Edwards Landing Subdivision reported a speeding problem on Woods Edge Drive and requested the installation of all-way stop signs at the intersections of Woods Edge Drive and Lackawanna Way; and Woods Edge Drive and Tinsman Drive/Powhatan Court; and WHEREAS, Town Staff conducted special studies and performed public education and enforcement activities followed by repeat studies, which showed the average speed to be below 31 mph, the threshold for defining a speeding problem in the Town Residential Traffic Management Plan; and WHEREAS, these intersections on Woods Edge Drive, N.E. in the Edwards Landing Subdivision do not meet the warrants for all-way stop conditions in the Manual on Uniform Traffic Control Devices (MUTCD), and WHEREAS, the Director of Engineering and Public Works does not recommend the installation of all-way stop signs; and WHEREAS, this issue was forwarded to the Standing Residential Traffic Committee (SRTC) and reviewed at the committee's July 3, 2006 meeting; and WHEREAS, the SRTC concluded that perceived high vehicular speed and the large population of young children in the neighborhood confirmed the need for protective measures; and -2- A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO INSTALL ALL-WAY STOP SIGNS AT THE INTERSECTIONS OF WOODS EDGE DRIVE, N.E. AND LACKA W ANNA WAY, N.E., AND WOODS EDGE DRIVE, N.E. AND TINSMAN DRIVE, N.E./POWHATAN COURT, N.E. WHEREAS, the SRTC recommended the installation of all-way stop signs at the intersections on Woods Edge Drive, N.E. in the Edwards Landing Subdivision referenced above as requested by residents; and WHEREAS, a Public Hearing was held by the Town Council on August 8, 2006 for residents of the neighborhood and general public to present comments on the all-way stop proposal. THEREFORE, RESOLVED by the Council of the Town of Lees burg in Virginia as follows: The Town Manager is directed to have the appropriate stop signs installed on Woods Edge Drive, N.E. at Lackawanna Way, N.E., and Woods Edge Drive, N.E. and Tinsman Drive, N.E./Powhatan Court, N.E.
