ORDINANCE NO. 45 1978
An Ordinance amending the existing electric rate
ordinance of the City of Richmond by adding thereto
a provision for "Wholesale Power Cost Tracking" as
provided for by an order of the Public Service
Commission of Indiana in Cause No. 34614.
WHEREAS, the City of Richmond is the owner of and engaged
in operating an electric utility system supplying said City and the
inhabitants thereof, and the communities adjacent thereto, with
electricity for public, domestic and industrial uses, which system
includes a generating plant, distribution system, and other equip-
ment and appurtenances; and
WHEREAS, the City of Richmond, although equipped with certain
generating facilities, is required to purchase electric power from
the Indiana & Michigan Electric Company which company, from time to
time, increases its charges for said purchased power pursuant to
orders of the Federal Energy Regulatory Commission of the United
States; and
WHEREAS, as a result thereof, the costs of operation of the
City of Richmond Electric Utility are increased which cost increases
must be passed on to its customers in order for the said system to
recover its required expenses of operations; and
WHEREAS, the Public Service Commission, pursuant to its
order in Cause No. 34614, provided for the filing of "Wholesale
Power Cost Tracking", thereby permitting to the City a method of
avoiding the expenses of formal rate proceedings and simplifying
the method of recovering the increased costs of purchased power from
the Indiana & Michigan Electric Company; and
WHEREAS, the Council finds that it would be necessary,
advisable and in the best interest of the City of Richmond, its
electric utility, and its citizens to amend the City's existing
rate ordinance by providing for application to the Public Service
Commission of Indiana for "Wholesale Power Cost Tracking" as pro-
vided for in that Commission's Cause No. 34614, and
WHEREAS, the Council desires to pass the within ordinance
pursuant to a suspension of the rules, two-thirds of the members
being present and all of those present consenting thereto; now
therefore,
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND:
Section 1. That the City of Richmond hereby amends its
existing electric rate ordinance by adding thereto to each non flat
rate schedule in effect the following provision:
WHOLESALE POWER COST RATE ADJUSTMENT
The above rates are subject to a Wholesale Purchased
Power Cost Adjustment Tracking Factor, in accordance
with the order of the Public Service Commission of
Indiana, approved December 17, 1976, in Cause No. 34614.
The Wholesale Purchased Power Cost Adjustment Tracking
Factor applicable to generating utilities as set forth
in said order will be applicable to all of the following
rate schedules of the City of Richmond:
Rate R, Rate K, Rate CWH, Rate AEH, Rate ASH, Rate CL,
Rate EH, Rate EHS, Rate GP, Rate GEH, Rate LP, Rate LPS,
Rate IS.
Rate adjustment applicable to the above listed rate schedules:
$.00000 per kwh used per month.
Section 2. Upon approval, this ordinance is authorized to
be filed with the Public Service Commission of Indiana and shall
take effect for all consumption periods following the approval of
the ordinance by said Commission.
Passed and adopted by the Co on Council of the City of
Richmond on the day of 1978.
