AN ORDINANCE TO APPROPRIATE FROM LOCAL ROAD AND STREET SPECIAL DISTRIBUTION FUND.
WHEREAS, certain extraordinary emergencies have developed since the adoption
of the existing annual budget so that it is now necessary to appropriate more
money for the various functions of the City Government than was appropriated
in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA.
SECTION 1. That for the expenses of the City Government and its institutions for
the year ending December 31, 1978, the following amount of money is hereby
appropriated and set apart out of the fund named and for the purpose specified.
Said sum being subject to the law governing the same. Such amount appropriated
shall be held to include all expenditures to be made during the year unless expressly
stipulated by law.
SECTION 2. That for the said fiscal period there is hereby appropriated from
Local Road and Street Special Distribution Fund the following specified amount to
meet the extraordinary emergency hereby declared to exist:

THESE FUNDS ARE TO BE APPROPRIATED FOR THE FOLLOWING:

SECTION 3. This Ordinance shall be in full force and effect from and after its
passage and approval by the Mayor and is subject to the laws of the State of
Indiana governing emergency appropriations.

Plan Commission Case PC-79-14
Dear Mr. Paust, Members of Cam = Council and Mrs. Trimble:
A public hearing was held on Tuesday, May 22, 1979, on the request
of the Richmond City Plan Commission to consider an amendment to the
official Zoning Map, being a part of Ordinance No. 2325-1968. The
proposed amendment would rezone approximately 100 acres of vacant
land from C-2 Camunity Business District to C-4 General Business
District. The subject vacant land is located in the two-mile fringe
jurisdiction area in Wayne and Webster Townships and is generally
bounded by I-70 on the south, U.S. 35 on the east and Salisbury
Road on the west (a map of the designated area is attached).
Twenty (20) Notices of Public Hearing were sent to adjoining pro-
perty owners and none were returned in favor of or in opposition to
the request. No one spoke in opposition to the rezoning at the pub-
lic hearing.
Dying the Public Hearing, the Plan Commission determined that the
subject area directly adjoins a C-4 zoning district on the north.
The predominate commercial uses in the general area would first be
permitted with C-4 zoning district. C-4 zoning district for the
area would be more compatible with the industrial area it adjoins
to the south than the C-2 classification in that C-4 would permit
wholesale uses, truck terminals, warehousing and storage uses and
limited light processing uses.
Therefore, the Plan Commission voted
that Ordinance No. 53-1979 be writt
with the recommendation for approval.

The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said City July 17, 1978
at the hour of 7:30 p.m.

1978 , by the Common Council to consider additional appropria—
tions as provided for in Ordinance No. 53-1978 , within the City of

and found to be correct and in order. Councilman Mills moved the
