A RESOLUTION: REQUESTING THE PLANNING COMMISSION HOLD A JOINT
PUBLIC HEARING FOR SPECIAL EXCEPTION APPLICATION
TLSE-2006-0007 CROSSROADS BAPTIST CHURCH CHILD CARE
CENTER
WHEREAS, Crossroads Baptist Church has requested special exception approval to
permit operation of a child care center facility for 40 students at 850 Edwards Ferry Road N.B.;
and
WHEREAS, the property is located in the R-4, Single Family Residential Zoning
District; and
WHEREAS, the proposed child care center will benefit the public by providing
education, offering intellectual stimulus, and fostering emotional and social development for
three and four year old children from Leesburg and the surrounding area; and
WHEREAS, the Child Enrichment Center has entered into a partnership with Crossroads
Baptist Church to operate the child care center facility; and
WHEREAS, the term child care center is defined under Section 18.1.28 of the Town
Zoning Ordinance and includes nursery schools, kindergartens or other facilities for which the
purpose is primarily educational, recreational or medical treatments and is licensed or approved
to operate as such a facility in the Commonwealth of Virginia; and
WHEREAS, the public necessity, convenience, general welfare and good zoning practice
justify the authorization of a joint public hearing in this case.
THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia as
follows: Pursuant to Chapter 22, Title 15.2-2204 of the 1950 Code of Virginia, as amended, a

notice that a special exception application to permit operation of a child care center at Crossroads
Baptist Church, 850 Edwards Ferry Road N.E. will be considered jointly by the Leesburg Town
Council and the Leesburg Planning Commission and shall be published in the Leesburg Today
on September 22,2006 and September 29,2006 for a Joint Public Hearing to be held on
Thursday, October 5, 2006 in the Council Chambers of the Leesburg Town Hall at 25 West
Market Street, Leesburg, Virginia, 20176'.,
