Present: Dan Brightman, Chairman, Joanne Hughes, Vice Chairman, James Reynolds,
Keith Johnson, Andrew Petty, Nancy Ellis Ice, Health Director and Tammi Mason,
Administrative Clerk.
1. Minutes from 11/6/08 meeting
Motion: JH-accept minutes. AP seconded. 5 yes.
2. Minutes from 11/20/08 meeting
Motion: JH-accept minutes. AP seconded. 5 yes.
3. Minutes from 12/4/08 meeting
Motion: JH-accept minutes. AP seconded. 5 yes.

6. Discuss Planning Boards proposed Earthmoving Bylaw and proposed Land Clearing
and Grading Bylaw
Noted.
7. Health Director's Mid-year review
NI gave an update on her objectives to the Board. Objective #1 is on-going and on
schedule. Objective #2, NI stated that she is doing her best and keeping up with the

county. Objective #3, NI stated that she had not done much with this yet, she did send
request for an intern from the MDPH. AP suggested that she try for an Americorp intern.
JH suggested that NI and Paul Hicks, Water Department Superintendent should get
together and identify potential problem areas.
8. Discuss memo from Tammi Mason
TM asked the Board if they would be willing to do away with the times for agenda items.
The Board agreed to this.
9. Discuss Orleans Regulations for Nutrient Sensitive Areas
NI told the Board that she had not received a revised copy from the public hearing that
was held. AP stated that he would like to see more research done on this subject.
10. Discuss proposed Groundwater Regulation
Discussed.
11. Discuss proposed Hazardous Materials Regulation
The Board felt that since the State already had a regulation, the Town did not need their
own separate ones.
12. Discuss proposed Floor Drain Regulation
NI told the Board that the State already has a regulation in place that prohibits floor
drains in Zone 2. The Board felt that there was no need for Brewster to have its own
regulation.
