Ocean Edge-Engineers-yearly report Peter Lewis from Coler & Colontonio and Octavio Bizzaro, waste water treatment operator were present. They spoke about the system and stated that it had been working fine all year and there were no maintenance issues. Jay Hall from Earth Tech was also present and stated that there is a new system currently under construction, reports will come in on a monthly basis while construction is going on. Pleasant Bay Assisted Living Engineer-start up report David Bennett handed out information on the Assisted Living & Nursing Home. The start up was just after Christmas. There is only one month's worth of testing as of now, monthly report will be done and results will be sent to DEP. He did speak about the septic discharge to the ground surface that occurred recently. Brewster Manor Engineers-yearly report AI Deay was present. NI told him that the Board had not received his report as of yet. He stated that it had been mailed. There were no issues with the system and it is working properly. Ryder &Wilcox-variance request for 59 Bates Lane Judy Bersin was present. They are requesting to have the system be 7 feet from the slab foundation. Motion: JR-grant the 3' variance request from the SAS to the slab foundation. KJ seconded. 4 yes. Kyle Parker-food establishment application for EL Guapo's The Board explained to Mr. Parker that he could only have a total of 35 seats based on the septic system design. Everything else looked ok. Motion: JH-grant permit for food establishment with 35 seats. JR seconded. 4 yes. 6. VNA-budget proposal Carol Sandquist, Mary Devlin, Lisa Walz-Pigott were present. The Board had a few questions. Motion: JH-accept proposal. JR seconded. 4 yes. Maria & William Gaine-extension request for 94 Cedar Hill Road JR and KJ had to recuse themselves from this request due to a potential conflict. There were not enough people for a quorum so this had to be continued until the next meeting date. 8. Discuss 3844 Main Street-condemnation order The Board asked NI to make sure there was still a condemned sign up. JH seconded. 4 yes. 9. Agricultural Commission-discuss animal regulations Peter Herman, Julie Trzcinski from the Commission were present and also Leo Cakounes, from the Massachusetts Farm Bureau Federation were present. Mr. Cakounes spoke about manure management plans and the difference between residential and commercial. Ms. Trzcinski will get a model plan to NI. The Board will look over it and have the Agricultural Commission back again to discuss it. 10. Discuss S.536 Phosphorus Act Motion: JH-have NI write a letter that the BOH is in support of the Act. JR-seconded. 4 yes. Neil Hopkins from Grange Construction asked to be heard by the Board about a project he was working on. He had been told by NI that an inspection of the septic system was needed because of an addition he was building at 15 Winsome Court. The addition was increasing floor space. He did not believe that an inspection was necessary and was requesting from the Board to not have to do it. Motion: JR-an inspection must be done. KJ seconded. yes. Documents to be sioned: 1.
