A RESOLUTION: APPROVING DESIGN CHANGE ORDERS NO. 10 AND 11 TO
DESIGN SYCOLIN ROAD WIDENING PROJECT PHASE II IN THE
TOTAL AMOUNT OF $64,396.65
WHEREAS, the design contract to widen Sycolin Road was awarded to DMJM+Harris,
Inc. in the amount of $400,000; and
WHEREAS, the Town added safety projects in response to citizen concerns to improve
safety at the intersections ofSycolin and Lawson Roads, and also Sycolin Road and Tolbert Lane;
and
WHEREAS, the Town decided to separate the project into three phases to move
improvements forward to deal with areas of major congestion and safety issues; and
WHERAS, each change has increased the design cost to accommodate the required
changes; and
WHEREAS, various change orders have been required on this project totaling $321,500
which results in a total contract amount of $721 ,500; and
WHEREAS, the Town has maintained its contractual relationship with DMJM+Harris, Inc.
to maintain consistency in the design; and
WHEREAS, Change Orders No. 10 and 11 are required to complete the design of this
project total $64,396.65; and
WHEREAS, the contractual increase by Change Orders No. 10 and 11 cause the contract
amount to be exceeded by the greater of25% or $50,000; and

WHERAS, the Virginia Public Procurement Act and the Capital Improvements Policies
and Procedures Manual requires that Change Orders that cause the contract to be exceeded by the
greater of25% or $50,000 be approved by Town Council; and
WHEREAS, the Sycolin Road Widening project has sufficient funds in the budget to cover
the associated costs; and
WHEREAS, the Director of Capital Projects Management recommends approval ofthese
change orders.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. Change Orders No. 10 and 11 in the amount of 64,396.65 are hereby
approved.
SECTION II. The Town Manager is authorized to execute Change Orders No. 10 and 11 to
the design contract with DMJM+Harris, Inc. for the Sycolin Road Widening Project Phase II in the
total amount of$64,396.65.
