ORDINANCE NO. 63-1978
AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE
REDEVELOPMENT DISTRICT BOND FUND 1st ISSUE OF THE CITY OF RICHMOND, INDIANA, FOR
THE FISCAL YEAR COMMENCING JANUARY 1, 1979 AND ENDING DECEMBER 31, 1979, INCLUSIVE,
AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT.
SECTION 1. BE IT ORDAINED by the Common Council of the City of Richmond, Indiana,
Wayne County, that for the purpose of having funds to defray the expenses of the
Redevelopment District Bond Fund 1st Issue of the City of Richmond, Indiana, for
the fiscal year commencing January 1, 1979, and ending December 31, 1979, inclusive,
that thereby and there is hereby appropriated and set apart out of funds therein
named and for the purpose herein specified, subject to all laws governing the same,
the amount hereinafter named. Such sums herein appropriated shall be held to include
all expenditures, authorized to be made during the period herein specified unless
otherwise expressly stipulated and provided by law.
SECTION 2. That for the fiscal year beginning January 1, 1979, and ending December
31, 1979, inclusive, there is hereby appropriated out of the Redevelopment Sinking
Fund the sum of:
$ 112,850.
SECTION 3. This Ordinance shall be in full force and effect upon its passage by
the Common Council of the City of Richmond, Indiana, signature of the President
of Common Council affixed, submission to and approval by the Mayor of the City
of Richmond, Indiana, publication as required by law and approval of all Statutory
Boards as required by the laws of the State of Indiana.
PASSED by the Common uncil of the City of Richmond, Indiana, Wayne County, this
day of 1978.

EXCERPTS OF THE MEETING OF TH1E COMMON
COUNCIL OF TIE' CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said City August 28, 1978
at the hour of 7:00 p.m. .
Councilman Austerman presided with the following members present:
Messrs. Ahaus , Carter , Elstro ,
Merchanthouse , Mills Paust ,
Welch Williams
Absent: None , , , ,
The following business was had to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of August 10th and August 17t1i
Said notices stated that a public hearing would be held on the 28th day of
August, 1978 , by the Common Council to consider additional appropria-
tions as provided for in Ordinance No. 63-1978 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were examined
and found to be correct and in order. Councilman Mills moved the
proof of publication and posting of notices be received and ordered filed,
seconded by Councilman Ahaus , and on voice vote the motion was
carried.

After hearing all persons present, Ordinance No. _63-1978 was placed on
Final passage or rejecti-on and on a call of Ole roll_ the following was recorded:
