A RESOLUTION: EXPRESSING OPPOSITION TO THE ELIMINATION OF CERTAIN
DISCOUNTS FOR USERS OF THE DULLES GREENWAY
WHEREAS, the Dulles Greenway is a major transportation corridor in the Washington-
Baltimore Metropolitan Area that terminates in Leesburg, Virginia; and
WHEREAS, the Dulles Greenway serves a vital link in the region's economy and is a key
asset to both Leesburg and Loudoun County's efforts to attract and retain businesses and
workforce; and
WHEREAS, the Dulles Greenway has been called the Gateway to Loudoun County
supporting the transport of passengers and freight from Dulles International Airport; and
WHEREAS, commuters travel the Dulles Greenway daily to reach Leesburg, East and
Western Loudoun, the Dulles Toll Road, Fairfax, Arlington, the District of Columbia, and the
Capital Beltway; and
WHEREAS, on December 1,2005, with the approval of the State Corporation
Commission, Toll Road Investors Partnership II, L.P. (TRIP II), the owner of the Dulles
Greenway concession, increased the toll effective January 1,2006 and has since submitted
another request to increase tolls; and
WHEREAS, while the 2005 toll structure provided a discount for traveling on weekends,
it eliminated discounts given for travel during non-peak hours and to users of the "Smart Tag"
electronic payment devices; and
WHEREAS, Dulles Greenway users who travel to and from the Dulles Toll Road pay
tolls to access the Dulles Toll Road in addition to tolls paid to access the Dulles Greenway; and

WHEREAS, while TRIP II, still offers the VIP Miles Program, which has been in place
since 1998 and offers a "cash back" option to eligible users who sign up, the discounted rates
should be reinstated to again run concurrently with the Program; and
WHEREAS, the Town Council previously issued a resolution in February 2006 urging
reinstatement of certain discounts for Dulles Greenway users and subsequently educated local
drivers and area governments on the availability of the VIP Miles Program.
THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia hereby
respectfully requests again that the Toll Road Investors Partnership II, L.P. (TRIP II), owner of
the Dulles Greenway, reconsider the elimination of the discounts and re-instate discounts for
frequent travelers as an incentive to keep Leesburg and other western travelers using the
Greenway.
