A RESOLUTION:
ENDORSING THE APPLICATION AND AUTHORIZING THE
TOWN MANAGER TO EXECUTE ANY AND ALL DOCUMENTS
ASSOCIATED WITH THE APPLICATION FOR A
TRANSPORTATION ENHANCEMENT GRANT FOR THE
PURPOSE OF FUNDING THE REPLACEMENT OF STREETLIGHTS
IN THE LEESBURG HISTORIC DISTRICT.
WHEREAS, historic preservation is an important element of Leesburg's Town Plan and
Town Council vision; and
WHEREAS, the installation of new historically appropriate structures will enhance the
downtown streets cape and preserve and maintain the identity and character of the Historic
District; and
WHEREAS, the new streetlights will improve the orderly movement of traffic and
provide safe pedestrian access to Historic Downtown Leesburg; and
WHEREAS, Virginia Dominion Power will install and maintain the new downtown
streetlights; and
WHEREAS, the Town is eligible for a Transportation Enhancement Grant that could be
used to fund the replacement of streetlights; and
WHEREAS, a public notice has been posted of the intent to apply for grant funds; and
WHEREAS, in accordance with Commonwealth Transportation Board allocation
procedures, it is necessary that a request by resolution be received from the local
government or state agency in order for the Virginia Department of Transportation to accept an
application for a transportation enhancement project in the Town; and

REPLACEMENT OF STREETLIGHTS. IN THE LEESBURG HISTORIC
DISTRICT.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Town Council requests the Commonwealth Transportation Board to
establish a project for the replacement of streetlights in the Historic District.
SECTION II. The Town Manager is authorized to execute any and all of the documents
associated with the grant.
SECTION III. The Town of Leesburg hereby agrees to pay a minimum 20 percent ofthe
total cost for planning and design of this project, and that, if the Town subsequently elects to
cancel this project, the Town hereby agrees to reimburse the Virginia Department of
Transportation for the total amount of costs expended by the Town through the date the
Department is notified of such cancellation.
