AN ORDINANCE TO AMEND CHAPTER 25 OF THE MUNICIPAL CODE BEING ORDINANCE
N0. 2282-1967 AS AMENDED COMMONLY KNOqAS THE PUBLIC DEVELOPMENT PLAN
FOR THE CITY OF RiaMND, INDIANA.
WHEREAS, the Common Council of the City of Richnond, Indiana, did on
the 8th day of August 1967, pass and adopt an Ordinance known
as Public Development Plan and same was approved by the Mayor,
Edward L. Cordell; and, being Ordinance No. 2282-1967; and,
WHEREAS, said Ordinance No. 2282-1967 in Section Number Two (2) thereof
state that the Public Development Plan shall be also the "Mas-
ter Plan' of said City as referenced in the Acts of the State
of Indiana of 1947 - Chapter 174 as amended; and,
WHEREAS, said Public Development Plan presently provides for the construc-
tion of a secondary thoroughfare being the extension of Gravel
Pit Road south to Hodgin Road; and,
WHEREAS, it is in the best interests of the City of Richmond to amend the
Public Develoment Plan to realign the location of said secondary
thoroughfare east to Industrial Parkway, extending Industrial
Parkway north to National Road Fast and south to Hodgin Road;
and,
WHEREAS, the amendment to the Public Development Plan is shown on a map
attached hereto and marked Exhibit "A" hereof and by reference
made a part hereof; and,
W[1ERFAS, a notice was given and a public hearing on this Ordinance was
conducted by the Riclrmnd City Plarn�ming Comgmmission the
day of ��) c Lati 1978, at which time remonstrances
were hearom all parties interested in or affected by this
Ordinance; and,
TES, the vote of the Richmond Planning Commission was to
in favor of/in opposition to recombending t�ssage
of Ordinance No. 80-1978; therefore,
BE IT ORDAINED by the Commn Council of the City of Richmond, Indiana, that
Chanter 25 of the Municipal Code commnly known as the Public De-
velopment Plan of the City of Richmond, Indiana, be amended as
follows:
SECTION 1. It is hereby deemed to be in the best interests of the City of
Richmond that the location of the secondary thoroughfare as pre-
sently provided for in the Public Development Plan, being the
extension of Gravel Pit Road south to Hodgin Road, be realigned
east to Industrial Parkway extending north to National Road East
and south to Hodgin Road as shown on the map attached hereto as
Exhibit A hereof, and that the extension of Industrial Parkwa
south to Hodgin Roa s proven econanicallv feasible by

and Southeast quartets o Section 1, Township 13 North, Range
west. --
SECTION 2. This Ordinance shall amend Ordinance No. 2282-1967 as amended
and shall become a part of Chapter twenty-five (25) of the Mmulicipal
Code of the City of Richmond and shall and does hereby repeal all
Ordinances or sections of Ordinances which are in conflict here-
with.
SECTION 3. This Ordinance shall be in full force and effect on passage and
adoption by the Common Council of the City of Richmond and published
as required by law.

Re: Ordinance No. 80-1978 - Plan Commission Case PDP-78-8,.
requesting to amend the Public Development Plan for
the City of Richmond, Indiana
Dear Mr. Austerman, Members of Cmmon Council: and Mrs. Trimble:
The Richmond City Plan Commission held a public hearing on Tuesday,
September 26, 1978, to consider an amendment to Chapter 25 of the
Mmicipal Code being the Public Development Plan for the City of
Richwnd, camonly known as the Master Plan. The proposed amend-'
ment provides for the realignment of a secondary thoroughfare, be-
ing the extension of gavel Pit Read south, to extending Industrial
Parkway north to National Road East and south to Nodgin Road.
Remonstrance to the proposed amendment was heard at the public meeting
regarding tha construction of the road and future development that
might follow'its construction and the impact on the Short Creek Aquifer
underlying the area.
The proposed.amendment was taken under advisement at the September 26,
1978, meeting of the Plan Conission. At a Special Meeting held Tues-
day, October 10, 1978, the Plan Commission wted nine (9) to zero (0)
to recc a end the Ordinance be approved.
