A RESOLUTION : APPROVAL OF COMBINED GUIDELINES FOR THE PUBLIC-
PRIVATE EDUCATION FACILITIES AND INFRASTRUCTURE ACT
OF 2002, AS REVISED, AND THE PUBLIC-PRIVATE
TRANSPORTATION ACT OF 1995, AS REVISED
WHEREAS, the Public-Private Education Facilities and Infrastructure Act of 2002
(PPEA), as revised, and the Public-Private Transportation Act of 1995 (PPT A), as revised, grant
public entities the authority to create public-private partnerships for the development of a wide
range of projects for public use; and
WHEREAS, the Town of Leesburg may have several capital project opportunities where
the use of a PPT A or a PPEA based project could be advantageous to the Town; and
WHEREAS, it is the Town's desire to establish and approve guidelines for the PPEA and
PPTA, so that the Town may take advantage of this method of procurement when advantageous.
THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia hereby
approves the attached combined PPEA and PPT A guidelines.
