THE BREWSTER BOARD OF HEALTH WORK MEETING
TUESDAY, JULY 22, 2008 AT 7:OOPM

Present: Joanne Hughes, Chairman, James Reynolds, Keith Johnson, Andrew Petty, Nancy
Ellis Ice, Health Director and Tammi Mason, Administrative Clerk
1. Jon Whitten-discuss proposed groundwater regulations
JW is the consultant for the Town on Water Quality issues. He spoke to the Board about it
having a regulation for water quality and that it would be better to have the regulation
under the Board of Health. There was discussion on this issue.
Motion: AP-have JW come up with a template for Water Quality regulations
(including grandfathering lots and including sand 8s gravel yards and subdivisions)
KJ seconded. 4 yes.
2. Zisson 8v Veara-discuss bedroom definition
Sharon Marchbanks was present to go over the revised regulation and answer any
questions. AP voiced his concerns with the lots in Zone II; he felt that the Town was being
less stringent than Title 5 with regards to this issue. JH suggested eliminating "E" from the
regulation and require deed restrictions on Zone II lots.
Motion: JR-eliminate "E" and have Town Counsel draft a regulation for deed
Restrictions. AP seconded. 4 yes.
Motion: JR-amend definition to include the revised sentence. KJ seconded. 4 yes.
3. Linda Costa-MRC
Ms. Costa could not attend the meeting and will be rescheduled at a later date.

Richard Morongell-request to keep current septic system less than 300' from pond at
10 Alden Drive
Motion: AP-grant variance for leaching to be less than 300' from pond. JR seconded.
4 yes.

JH voiced a concern about the kids in the camp running and walking on Main Street.
Motion: AP-approve application as long as a review is done and the camp meets all
required items on inspection. JR seconded. 4 yes.
6. Discuss Harwich & Sandwich Horse and Stable Regulations
The Board asked that NI do more research in the size of land per horse and get back to
them.
7. Discuss proposed Shared Nitrogen Removal regulations
The Board asked that this discussion be postponed until Jon Witten could come up with a
template and get back to the Board with his suggestions.
8. Discuss letter from SITEC Environmental re: Cape Sand & Recycling, LLC
Motion: JR-request from CS& R an accurate record of incoming and outgoing
materials at the property. KJ seconded. 4 yes.

Add on's
NI spoke about Sue Rask coming to a Board of Health meeting to talk about site
assignment regulations.
JH gave a WQRC update to the Board
NI explained to the Board that Chase & Merchant had applied for a haulers license and
wanted permission to dump the waste in Yarmouth. The Board gave their ok.
NI gave a report on the Town water situation.
NI gave an update on Chillingsworth.
NI handed out a letter from Prime Engineering re: Release Notification for Cape Sand 8s
Recycling.
NI handed out the CCC notice re: Nickerson Property.
NI spoke about the Outdoor Cafe regulations and the Board decided to review it at an
upcoming meeting.
Meeting adjourned at 9:15PM
