THE BREWSTER BOARD OF HEALTH REGULAR MEETING
TUESDAY, SEPTEMBER 9, 2008 AT 7:OOPM

Present: Joanne Hughes, Chairman, Dan Brightman, Vice Chairman, James Reynolds, Keith Johnson,
Andrew Petty, Nancy Ellis Ice, Health Director and Tammi Mason, Administrative Clerk
Bob Perry-discuss Cafe Al Fresco septic system capacity
BP explained to the Board that they had installed a new system last spring. NI spoke about her conversation
with Brian Dudley about businesses being able to request to use their water usage figures instead of gpd with
regards to seating. There was discussion on this issue. BP stated that the outdoor seating is for general use
of the whole complex. The septic is designed for 25 seats.
Motion: AP-Cafe Alfresco is limited to only 25 seats inside. JR seconded. 5 yes.
2. William & Robyn Schubert-132 Pine Bluff Road-permission to keep existing SS for addition
The owners explained that the septic system was designed for a three bedroom. The permit states two.
Motion: JR-if applicant wants to go ahead with addition, a new SAS will be required but they may keep
the existing septic tank. AP seconded. 5 yes.
3. Discuss CCNGC re: Seating capacity question to Brian Dudley
NI will let them know that they can appeal to the State DEP to use the water usage figures for seating
capacity.
4. Discuss proposed Shared Nitrogen Removal regulations
Nothing new on this item.

Add on's
NI spoke about the White Rock Commons project. The Board agreed that they would like to send a letter to
the Zoning Board stating the following: "The Board of I-lealth is concerned with having low income housing
home owners have the added costs of yearly maintenance that comes with I/A systems and we are also
concerned with the impact of nitrogen in the TMDL area. We are currently working on a regulation for shared
systems in 5 or more lot subdivision".
JH spoke about the Health Director's yearly review. She asked the rest of the Board if they would be
comfortable moving the Emergency Planning objective to number 3 and have the other 2 be the ones NI
focused on. The Board was fine with that. Also, JH felt that NI should be giving her expert opinion and
recommendations on matters that come before the Board. The Board agreed that DB should do the revie~~~
since he was the Chairman at the time the objectives were established.
NI handed out the newest regulation for the Board to put in the binders.
