Hamlett Fire Chief John Forrest r, To: Planning Board Members and News Media From: Evelyn Poole -Kober, Chairman Subject: Agenda for the Planning Board meeting scheduled for December 4, 1986 at 7:30 p.m. at the Town Hall Date: December 2, 1986 Item 1: Review of Dathene Terrace subdivision. Property is owned by Paul Kempa and is referenced as Tax Map 17, Lot 21B. Item 2: Review of proposed ordinance amendment to make exceptions to the height limitations. Board needs to make a recommendation tonight. Item 3: Violations r PLANNING BOARD MINUTES December 4, 1986 Members present: Evelyn Poole -Kober, Chairman; Margaret Moore, Calvin Ashley, Tarleton Davis, Hilda Brody, Nancy Goodwin and Jim Culbreth. Others: Tyson Clayton, Marion Clark and Janet Rigsbee The meeting was called to order at 7:30 p.m. by the Chairman. The Chairman asked if there were any additions to the agenda. Goodwin asked to add proposed ordinance amendments for the public hearing as Item 4. A minor subdivision for Robert Leon Snipes was added as Item 5. Item 2: Review of proposed ordinance amendment to make exceptions to the height limitations. Board needs to make a recommendation tonight. The members reviewed the amendment and a motion was made by Culbreth to adopt the amendment as written. Ashley seconded it and the motion was carried. Item 1: Review of Dathene Terrace subdivision. Property is owned by Paul Kempa and is referenced as Tax Map 17, Lot 21B. Brody said that the area was very low and there is a problem with drainage. Davis said there is a drainage ditch that runs the length of the road in the front of the lot. Goodwin was concerned if any building would take place over the sewer easement. Culbreth was concerned with access to the back lot and said that nothing should cross over the sewer easement. Brody also added that she felt that the area in front of the sewer easement had been filled in 2 or 3 years ago. The board asked that the following be forwarded to the Orange County Planning Dept: 1) The board ask that the County do a compaction test to see if the area located in front of the sewer easement has been filled in. 2) The board is very concerned with the drainage problem since this is a very low area and stated that a drainage ditch runs the length of the area. 3) The board is also concerned if anything will be built on or over the sewer easement and stated that this is not allowed. Planning Board Minutes Page two December 4, 1986 Item 5: Review of a minor subdivision for Robert Leon Snipes for property located at Nash and Corbin St. The material for thi's review was given to the members at the meeting. Culbreth made a motion that this item be tabled until the January meeting so that the members can have sufficient time to review it. Ashley seconded the motion which was carried. Item 3: Violations Signs Christmas tree sign at Boone Square All Pro Auto Parts - portable sign Children's Express - Lisa Warren, owner of business, would like to know if there can be 2 directories, 1 at the Boone Square entrance and 1 at the Food Lion area. Asked if the allowable sq. footage for the directory could be divided in half making 2 signs permissible. Warren said the problem was that there was not enough room on the existing directory to place a sign for her business. The members felt that this was a problem that should be the responsibility of the property owner. Goodwin stated that the size was not the concern but the fact that there would be 2 signs which is not permitted. Flags at Byrds Food Store Burned out building on W. Hill Ave. is still there has not been removed. A & P - roof hanging down in the walkway Double wide on Hwy. 70 - question as to whether or not the lot has been filled in Daphine Dr. The members asked Janet Rigsbee to send a letter to James Bennett in reference to the paving of the road for Daphine Dr. The road was supposed to have been paved within 3 years. According to the Town Clerk a contract was never signed. Item 4: Proposed ordinance amendments for the January public hearing. Goodwin asked that a copy of the text being presented at the public hearing be sent to each of the members. The Board set January 8 as their next meeting date and asked that the newspaper be notified of this. The meeting was adjourned at 9:00 p.m. Minutes reported by Janet Cole.
