A RESOLUTION:
APPOINTING THE NORTHERN VIRGINIA REGIONAL COMMISSION
(NVRC) AS THE LEAD AGENCY FOR THE TOWN OF LEESBURG TO
DEVELOP A REGIONAL WATER SUPPLY PLAN FOR NORTHERN
VIRGINIA AND AUTHORIZING THE TOWN MANAGER TO SIGN
MEMORANDUM OF AGREEMENT ON BEHALF OF THE TOWN
COUNCIL
WHEREAS, in November of 2005 the Commonwealth enacted the Local and Regional Water
Supply Planning (WSP) Regulation (9 V AC 25-780-10); and
WHEREAS, this regulation requires the Town to either develop a local Water Supply Plan on its
own or to participate in the development of a regional plan with other jurisdictions and to notify the
Department of Environmental Quality (DEQ) of its intentions by November 2, 2008; and
WHEREAS, the Northern Virginia Regional Commission (NVRC) has been designated by its
member jurisdictions as the Lead Agency to develop a Regional Water Supply Plan for Northern
V irginia; and
WHEREAS, it is recommend that the Town participate in the development of the Regional Water
Supply Plan with the NVRC to comply with the Local and Regional Water Supply Planning (WSP)
Regulation (9 V AC 25-780-10).
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The Town Council hereby appoints the Northern Virginia Regional Commission
(NVRC) as the Lead Agency for the Town of Leesburg to develop a Regional Water Supply Plan for
Northern Virginia, to comply with the Local and Regional Water Supply Planning (WSP) Regulation (9
V AC 25-780-10).

SECTION II. The Town Council hereby authorizes the Town Manager to sign the memorandum
of agreement with the NVRC on behalf of the Town Council upon its finalization and the project budget
of$15,000 for the development of a Regional Water Supply Plan.
