A RESOLUTION:
AUTHORIZING THE TOWN OF LEESBURG TO PARTICIPATE IN THE
DEVELOPMENT OF A REGIONAL WATER SUPPLY PLAN AND
DIRECTING THE TOWN MANAGER TO NOTIFY THE DEPARTMENT OF
ENVIRONMENTAL QUALITY THAT THE TOWN WILL BE ADHERING
TO 9 VAC 25-780-10 THROUGH ITS PARTICIPATION IN A REGIONAL
PLAN
WHEREAS, in November 2005 the Commonwealth enacted the Local and Regional Water
Supply Planning (WSP) Regulation (9 V AC 25-780-10); and
WHEREAS, this regulation requires the Town to either develop a local Water Supply Plan on its
own or to participate in the development of a regional plan with other jurisdictions and to notify the
Department of Environmental Quality (DEQ) of its intentions by November 2,2008; and
WHEREAS, the Northern Virginia Regional Commission (NVRC) has been designated by its
member jurisdictions as the Lead Agency to develop a Regional Water Supply Plan for Northern
Virginia; and
WHEREAS, it is recommended that the Town participate in the development of the Regional
Water Supply Plan with the NVRC to comply with the Local and Regional Water Supply Planning (WSP)
Regulation (9 V AC 25-780-10).
THEREFORE, RESOLVED by the Council ofthe Town of Leesburg in Virginia as follows:
SECTION I. The Town Council hereby authorizes staff to pursue the development of a Regional
Water Supply Plan with the Northern Virginia Regional Commission (NVRC) acting as the Lead Agency
in the development of such plan.
SECTION II. The Town Council hereby directs the Town Manager to notify the Department of
Environmental Quality (DEQ) that the Town will be adhering to the Local and Regional Water Supply
Planning (WSP) Regulation (9 V AC 25-780-10) through its participation in a regional plan.
