HomeMy Public PortalAboutResolution 2020-38, Authorziing $7,500 Senior LMI Meal Deliver Program Funded By Iowa CDBG GrantRESOLUTION 2020-38 A RESOLUTION AUTHORIZING $7,500 FOR A SENIOR/LMI MEAL DELIVERY PROGRAM TO BE FUNDED BY AN IOWA CDBG GRANT IN FY 21 WHEREAS, The City of Riverdale, Iowa ("City") is a Municipal Corporation, organized and operating under the laws of the State of Iowa, and; WHEREAS, on April 21, 2020, the Mayor submitted a letter of application to the Iowa Economic Development Authority (IEDA) requesting consideration of a proposal that would use State of Iowa Community Development Block Grant funds (CDBG Funds) to pay for the purchase and delivery of nutritious "meals -to -go" from Riverdale's DUCK CREEK PANCAKE HOUSE to residents over 65 and those living in households at or below the median income level in Scott County ($58,000 per year), and; WHEREAS, based on a conversation the Mayor had with the owner of the DUCK CREEK PANCAKE HOUSE, they were willing to cook and deliver a full lunch meal at a flat -rate price of $15 per meal, and; WHEREAS, the fund made available through the IEDA are "reimbursements" to cities for approved programs - and funds are made available only to communities without their own CDBG programs. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA. Section 1. Authorizes the Mayor to finalize the details of the "meals -to -go" program with the owners of the DUCK CREEK PANCAKE HOUSE and promote the program to residents through mailings, the City's website, the City's e-newsletter and social media. Section 2. Authorizes staff to reimburse the DUCK CREEK PANCAKE HOUSE for up to $7,500 in meals made and delivered as part of the program. Section 3. Instructs staff to review and comply with the guidelines set forth by the State and IEDA to ensure reimbursement of the funds advanced for this program. I've tried to summarize the nature of our request and provide as much detail as required — but, of course, if you need any other information, please don't hesitate to let me know. The City of Riverdale, Iowa is only 405 people but nearly half are over the age of sixty and many of them are staying indoors now to stay safe and do their part to help "flatten the curve." The problem with that, of course, is those citizens are not able to stop in for their morning coffee at the Duck Creek Pancake House, located at the corner of State and Kensington Streets. The Duck Creek Pancake House is the only restaurant in Riverdale. And when I was discussing their situation with co-owner Ulzime Mustafa, she explained to me that her husband and son are working during the week while she's taken a part-time job at Hy-Vee. They're trying to keep busy and make ends meet by offering meal for pick-up, but traffic is light to non-existent. Our request is for $7,50o to allow the City of Riverdale to run a "meals -to -go" program for our senior residents (over 65) or those who would classify as "low to moderate income" households. Applicants could apply online (on our website) or over the phone during our regular business hours at City Hall (Tuesday — Thursday from loam to 5pm). We would promote this program via our website, our weekly e-newsletter to residents (about 80% of the homes subscribe), social media and by mail. City of Riverdale, Iowa 110 Manor Drive, Riverdale, Iowa 52722 • (563) 355-2511 • www.riverdaleiowa.com CDGB Grant Application: Riverdale Meals -To -Go Proposal April 21, 2020 The Mustafas have offered to provide a hot, well-balanced meal (fresh -cooked protein, vegetables, soup and starch) and have it delivered for $15 per meal. I think we could make the $7,50o grant last for 6-8 weeks (about 10-12 meals a day, excluding Sundays). The City of Riverdale has not typically applied for grants from the State of Iowa before and, as such, was reluctant to do so in this case — but concerns that our local, retail businesses (there are only four of them) could shut down for good is a major concern of the City Council. As a result, at Tuesday's meeting, the Council asked me (as "acting City Administrator" since ours quit in December of 2019 and our "interim" took a full-time position in another city in March) to develop a no -interest loan program for these businesses. We're still weeks away from being able to implement that program (and it will, no doubt, exhaust our tiny economic development budget). The idea that we might be able to find a way to help our residents most in -need of assistance at this time AND provide a way for our local restaurant to keep its head above water at the same time is, we think, a win -win outcome — but we need the State's help to make it happen.
