COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA
ORDINANCE 22-2014
AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE UNITED
STATES FEDERAL AVIATION ADMINISTRATION
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may
execute any documents necessary to receive money from the state or
federal government or any other source, and said documents are prepared
and executed by the City executive administration, provided that the
Common Council of the City of Richmond as the legislative body of the
City approves an ordinance for the appropriation of any monies received
in accordance with IC 36-4-6-18; and
WHEREAS, The Federal Aviation Administration grant funding available through its
Runway Rehabilitation and Airport Layout program with state match
participation to be provided by the Indiana Department of Transportation;
and
WHEREAS, The City of Richmond desires to submit a grant application to assist with
the costs associated with the Design Runway 15-33 Rehabilitation and
Airport Layout Plan projects located at the Richmond Municipal Airport;
and
WHEREAS, An approximate five percent (5%) local match is required for this grant
and the total local match amount from the Airport budget is not to exceed
the total amount of Fourteen Thousand Fifty-six Dollars and Zero Cents
($14,056.00).
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond Airport in accordance with IC 36-1-4-10 has
submitted or will submit a grant application to the United States Federal
Aviation Administration to assist with the costs associated with the Design
Runway 15-33 Rehabilitation and Airport Layout Plan projects located at
the Richmond Municipal Airport.
2. The City of Richmond is authorized to accept said grant funding in an
amount up to Two Hundred Fifty-two Thousand Nine Hundred Ninety-
seven Dollars and Zero Cents ($252,997.00) from the Federal Aviation
Administration and to accept an amount up to Fourteen Thousand Fifty-
five Dollars and Zero Cents ($14,055.00) from the Indiana Department of
Transportation.
The City of Richmond shall be required to match a maximum of Fourteen
Thousand Fifty-six Dollars and Zero Cents ($14,056.00) for the local
match, so long as the Indiana Department of Transportation pays the
amount of Fourteen Thousand Fifty-five Dollars and Zero Cents
($14,055.00). The City's local match will come from Airport budget
funds.
4. If the grant is awarded to the City of Richmond, the total grant amount of
up to Two Hundred Eighty-one Thousand One Hundred Eight Dollars and
Zero Cents ($281,108.00) shall be appropriated for assistance with the
costs associated with the Design Runway 15-33 Rehabilitation and Airport
Layout Plan projects located at the Richmond Municipal Airport.
