HomeMy Public PortalAboutResolution 2020-37, Authorizing Additional $9,000 For Fieldcrest Drainage Way Projet (Phase 1)RESOLUTION 2020-37 A RESOLUTION AUTHORIZING AN ADDITIONAL $9,000 FOR THE FIELDCREST DRAINAGE WAY PROJECT (PHASE I) WHEREAS, The City of Riverdale, Iowa ("City") is a Municipal Corporation, organized and operating under the laws of the State of Iowa, and; WHEREAS, upon review and consideration of correspondence from City Engineer, MSA Professional Services, their Project Engineer, Christian R. Cooper, P.E., CPESC, concerning the current condition of a 36-inch diameter culvert carrying water from the end of Fieldcrest Road to the drainage way, and; WHEREAS, it's clear that recent heavy rains created significant flows through the culvert that the earth cover was mostly eroded away and that the condition of the pipe is partly to blame, and; WHEREAS, the contractor on the project, McClintock Trucking & Excavating, estimates the cost of replacing the corroded pipe with a superior one and re -shaping the surrounding landscape as required should cost approximately $8,622.00 (See EXHIBIT A, attached), and; WHEREAS, as part of the City's desire to address the long-standing erosion and degradation of the Fieldcrest Drainage Way, it's been determined that managing storm water through the area is of utmost importance. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA. Section 1. Authorizes the Mayor to execute orders, contracts and other documents required by the City's Engineer and contractor on this project in order to replace the culvert at a price not to exceed the $9,000 authorized by this resolution without further advice and consent of the City Council. Section 2. The City Engineer is hereby ordered to update the City Council at future meetings regarding the status of the repair work done on the culvert. This existing culvert pipe is a corrugated metal pipe (CMP). In reviewing the current conditions, it was immediately obvious that the most recent rainstorm of March 28, in which about 3.88 inches of rain fell on Riverdale, created significant flows. Significant enough that the earth cover over this culvert pipe was mostly eroded away by the scour of water flowing over the surcharged culvert pipe. A more detailed investigation determined that the invert of this CMP is corroded and has failed. MSA sought a price for a change order from McClintock Trucking and Excavating to remove the existing corroded and failed culvert pipe and replace it with a 42-inch diameter reinforced concrete pipe culvert.
