AN ORDINANCE TO APPROPRIATE. FROM THE FEDERAL REVENUE SHARING TRUST ,FUND..
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of Public
Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle B, Title B, Title 31 of
the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the Act shall:
(c) Provide for the expenditure of entitlement funds in
accordance with the laws and procedures applicable
to the expenditure of its own revenues;
WHEREAS, persuant to the said State and Local Fiscal Assistance Act, the proper
legal officers of the City of Richmond, Indiana, have established a trust fund
known as the Federal Revenue Sharing Trust Fund,
WHEREAS, it has been determined that it is now necessary to appropriate more
money than was appropriated in the annual budget;
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation, the following
additional sums of money are hereby appropriated and ordered set apart out of
the Federal Revenue Sharing Trust Fund for certain ordinary and necessary
maintenance and operating and certain ordinary and necessary capital expenditures,
said sum being subject to all laws governing the same.

These funds are to be appropriated for the following project:
Richmond Municipal Airport - matching funds for FAA
Grant for airport development+ under the ADAP Program.
SECTION 2. This Ordinance shall be in full force and effect fron and after its
passage and approval by the Mayor and is subject to the laws of the State of
Indiana governing emergency appropriations.
PASSED AND ADOPTED by the CommonCouncil of the City of Richmond, Indiana,

Subject: Matching Funds for Airport Development Aid Program (ADAP Grant)
On August 4, 1978, President Carter signed Public Law 95-335. This information
was given to me by the office of Senator Birch Bayh.
Public Law 95-335 provides, in part, for a grant of federal funds to the City
of Richmond for the purpose of rehabilitation of the Richmond Municipal Airport..
The grant is in the amount of $750,000.00 and is to be useable after October 1,
1978, as soon as the City of Richmond and the State of Indiana provide $93,750.00
each, as matching funds.
This Appropriation Ordinance is presented to Council for the City of Richmond's
matching share. It is presented at this time to permit the Board of Aviation
Commissioners to enter into a contract with A & E Engineering, Inc. to service
the work to be done. There are many technical application forms and plans to be
prepared in order to achieve the transfer of funds, and the A & E Engineering
Company har_dles this process.
Further, action of the State will be hastened if Richmond's matching fund is
already passed. The City Attorney's office advises me that the matching fund
of $93,750.00 is legal and a proper use of Revenue Sharing Funds. We, accord-
ingly, request Council to pass this Ordinance.
These funds will be used to:
1. acquire land
2. correct crown and grade R/W 5-23
3. rehabilitate R/W 14-32 lighting system
4. correct crown and grade parallel taxiway
S. clearing approach
6. utility burial
7. localizer
8. install VASI-4 and REILs on R/W 5-23

The Richmond Municipal Airport is a vital factor in the growth of the Community
and the use by corporate aircraft is increasing almost daily.
The before mentioned improvements will accomplish lower ceiling requirements
for all aircraft wishing to land here, update the remainder of our lighting
system, avoid a possible closing of Richmond's most important runway due to
past neglect and improve the safety thereof.
Overall, it will make the Richmond Municipal Airport more appealing to potential
corporations wishing to locate in our area.
This work, which is to be done now, is needed and is an important adjunct to
our City's continued rejuvenation of this airport.
The Board of Aviation Commissioners therefore requests the passage of this
Ordinance.

Council Chambers in the Municipal Building of said City November 6, 1978

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of October 20thand October 27th
Said notices stated that a public hearing would be held on the 6th day of
November, 1978 , by the Common Council to consider additional appropria-
tions as provided for in Ordinance No. 96-1978 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were examined
and found to be correct and in order. Councilman M ills moved the
proof of publication and posting of notices be received and ordered filed,
seconded by Councilman Williams and on voice vote the motion was
carried.
