A RESOLUTION: RESCINDING RESOLUTION 2001-39 AND ESTABLISHING AN
UNDERGROUND UTILITY DISTRIBUTION AREA AND
UNDERGROUND UTILITY DISTRIBUTION CORRIDORS
WHEREAS, the Leesburg Town Council desires to improve the appearance of the Historic
District and along major approaches to the Historic District by placing the overhead utility lines
underground in a cost-effective manner; and
WHEREAS, Resolution 2001-39 established certain criteria for placing the overhead utility
lines underground for certain roads in the Town of Leesburg, Virginia; and
WHEREAS, the Leesburg Town Council desires to rescind Resolution 2001-39.
THEREFORE, RESOLVED by the Council ofthe Town of Leesburg in Virginia as
follows:
SECTION I. Resolution 2001-39 is hereby rescinded.
SECTION II: The entire Historic District is hereby designated an Underground Utility
Distribution Area.
SECTION III. Major thoroughfares leading to the Historic District (King Street North and
South, and Market Street East and West) are hereby designated Underground Utility Distribution
Corridors.
SECTION IV. Cost estimates for major street improvement projects within the designated
Underground Utility Distribution Area and Corridors shall include costs for placing the overhead
utility lines underground including service lines.

SECTION V. The cost to place service lines underground shall be borne by the project. If
obtained funds were restricted to undergrounding within the public right-of-way, only main
transmission lines will be placed underground.
SECTION VI. The Town Attorney is hereby directed to negotiate the applicable
agreements to include cost sharing between the Town and the utility companies in a cost-effective
manner.
