HomeMy Public PortalAbout2006_11_28_r207 Contractual Tennis Professional Position The Town of Leesburg, Virginia PRESENTED November 28. 2006 RESOLUTION NO. 2006-207 ADOPTED November 28. 2006 A RESOLUTION: THAT THE TOWN COUNCIL APPROVE A CONTRACTUAL POSITION IN ORDER TO HIRE A FULL-TIME TENNIS PROFESSIONAL FOR THE TENNIS CENTER AT IDA LEE PARK WHEREAS, in January 2006, Town Council approved a development plan for Ida Lee Park as part of the Symington Donation in the amount of$10.5 million to acquire adjacent land and to develop an outdoor pool and an indoor tennis center; and WHEREAS, the indoor tennis center is a $2.5 million project that will provide four indoor courts year-round to compliment the existing seven outdoor courts, in addition to which, three existing outdoor courts may be covered during the winter season to provide a total of seven indoor courts; and WHEREAS, the existing tennis facility is currently managed and programmed by the regular part-time position of Tennis Coordinator with a salary budgeted at $32,000 and a benefit package value of $4,500 for FY07; and WHEREAS, staff researched area tennis facilities and determined that the average compensation for the head tennis professional is approximately $70,000 to $80,000 per year, which in most cases, includes a base salary, a percentage of the private lessons the pro teaches, and a percentage of the group tennis instruction fees; and WHEREAS, in order for the tennis professional to earn the above salary, it is recognized within the tennis industry that the pro will need to work well in excess of a traditional 40 hour work week, generally 60 plus hours per week; and -2- A RESOLUTION: APPROVING A CONTRACTUAL POSITION IN ORDER TO HIRE A FULL- TIME TENNIS PROFESSIONAL FOR THE TENNIS CENTER AT IDA LEE PARK WHEREAS, in order for the tennis facility to reach its revenue projections and to deliver the level of service and programs expected by the tennis community, a full-time tennis professional is needed in lieu of a part-time position; and WHEREAS, the Director of Parks and Recreation and staff considered a number of different options to hire a tennis professional, and after extensive consideration, determined that the most feasible option for the Town to reach the expected revenue projections for the tennis center and to meet customer expectations was to hire a contracted full-time employee; and WHEREAS, a contract employee will allow the greatest flexibility and accountability to ensure the individual in this position is able to meet identified goals while being compliant with the Fair Labor Standards Act. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia to approve a contractual agreement in order to hire a full-time tennis professional for the tennis center at Ida Lee Park.
