A RESOLUTION: APPROVING A SUPPLEMENTAL APPROPRIATION OF $2,000
RESULTING FROM A VIRGINIA FOUNDATION FOR THE
HUMANITIES GRANT AWARD TO THE THOMAS BALCH LIBRARY
VIA A JOINT ORGANIZATION APPLICATION, WITH THE FRIENDS
OF THE BALCH SERVING AS PROJECT COORDINATOR AND THE
TOWN SERVING AS FISCAL OFFICER
WHEREAS, the Town of Leesburg operates a history and genealogy library that provides
education, research, and community outreach activities to patrons from throughout the country; and
WHEREAS, the Town is a member of the 2007 LeesburgILoudoun Anniversary Committee
and has interest in preserving local and Virginia history, and works closely with various community
groups to promote local historic and tourist opportunities, including those affiliated with the
upcoming anniversaries of Jamestown, Leesburg, and Loudoun County; and
WHEREAS, the Thomas Balch Library has received a grant of $2,000 from the Virginia
Foundation for the Humanities via a joint application with various community organizations to
support preservation and promotion of the Leesburg and Loudoun County's rich history during the
anniversary; and
WHEREAS, a representative of the Friends of the Thomas Balch Library will serve as project
coordinator for the grant and the Balch Library Manager will serve as fiscal officer of the grant.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION 1. The FY 2007 Budget is hereby amended and an appropriation is made in the
amount of$2,000 for the fiscal year beginning July 1,2006 and ending June 30, 2007.

OF THE BALCH SERVING AS PROJECT COORDINATOR AND THE
TOWN SERVING AS FISCAL OFFICER
SECTION II. The Thomas Balch Library budget is amended and increased in the amount of
$2,000, and the Library Manager is authorized to serve as fiscal officer of the grant working in
cooperation with the Friends of the Thomas Balch Library for project coordination.
