A RESOLUTION: APPROVING A REVISED PLAN OF ACTION FOR USE OF THE AV.
SYMINGTON DONATION TO PROVIDE PUBLIC RECREATION
IMPROVEMENTS AT IDA LEE PARK
WHEREAS, in the spring of 2004, the Town of Leesburg received notification of a
private donation in the amount of $4.25 million from the AV. Symington estate for public
recreation improvements at Ida Lee Park; and
WHEREAS, in December 2005, the Director of Parks and Recreation and the Parks and
Recreation Advisory Commission endorsed a plan of action for use of the AV. Symington
donation for public recreation improvements at Ida Lee Park; and
WHEREAS, in January 2006, in conjunction with previously approved development
proffers and future facility revenues, the Council of the Town of Leesburg approved a plan of
action for use of the AV. Symington donation for public recreation improvements at Ida Lee
Park that authorizes acquisition of adjacent land up to a maximum expenditure of $4 million,
construction of an outdoor pool up to a maximum expenditure of $4 million, and construction of
an indoor tennis center up to a maximum expenditure of $2.5 million; and
WHEREAS, staff has pursued the development of all three recreation improvements at
Ida Lee Park with due diligence; and
WHEREAS, efforts to acquire the adjacent land have not been as productive as
anticipated, and will require a prolonged negotiation period with the respective landowner; and

WHEREAS, the estimated cost to construct the outdoor pool has exceeded the approved
budget due to site issues and public demand for additional amenities, and the opening of the
outdoor pool has been delayed until the summer of 2009; and
WHEREAS, in January 2007, the Director of Parks and Recreation and the Parks and
Recreation Advisory Commission endorsed a revision to the approved plan of action to use the
A.V. Symington donation in order to provide public recreation improvements at Ida Lee Park.
THEREFORE, RESOLVED by the Council of Town of Leesburg in Virginia that, in
conjunction with previously approved development proffers and future facility revenues, the
approved plan of action for use of the A.V. Symington donation to provide public recreation
improvements at Ida Lee Park is hereby revised as follows:
SECTION 1. Acquisition of adjacent land remains a top priority, however, the maximum
expenditure authorized for acquisition is $lmillion.
SECTION II. Staffis authorized to continue development of the outdoor pool with a
maximum expenditure of $7 million.
SECTION III. Development of the indoor tennis center remains as originally planned
with a maximum expenditure of $2.5 million.
