HomeMy Public PortalAbout2007_01_23_r021 The Town of Leesburg, Virginia PRESENTED: January 23. 2007 RESOLUTION NO. 2007-21 ADOPTED January 23. 2007 A RESOLUTION: AUTHORIZING A PLAN TO COMPLETE FUNDING OF THE BATTLEFIELD P ARKW A Y FROM KINCAID BOULEVARD TO ROUTE 7 WHEREAS, it is the Town Council's desire to construct Battlefield Parkway from Kincaid Boulevard to Route 7 in the most expeditious way possible; and WHEREAS, the Virginia Department of Transportation (VDOT) assured the Town that if adequate funding is available to construct the project under a VDOT -administered Design-Build contract, construction of this section of Battlefield Parkway will be completed by autumn 2009; and WHEREAS, this schedule seems to be the most expeditious to construct this project; and WHEREAS, VDOT has estimated $43 million as the total cost of this project that includes monies already spent on design and environmental documentation, future design, construction, inspections, construction management, right-of-way acquisition, wetland mitigation, utility relocations, and all incidentals and contingencies necessary for a Design-Build contract; and WHEREAS, a funding plan has been developed to provide the estimated $43 million based on previous, current, and anticipated funds as follows: $4,250,000 Regional Surface Transportation Program (RSTP) (FY 1999-2007) $2,000,000 RSTP (FY 2008-2009) $1,620,344 RSTP (Loudoun County transfer FY 2007 and anticipated FY 2009) $8,748,512 Urban Funds (previous years plus anticipated FY 2008-2010) $6,956,600 FHW A Demonstration Funds previously procured by Congressman Wolf $3,000,000 FHW A Public Land Highway Funds previously procured by Congressman Wolf -2- A RESOLUTION: AUTHORIZING A PLAN TO COMPLETE FUNDING OF THE BATTLEFIELD PARKWAY FROM KINCAID BOULEVARD TO ROUTE 7 $1,704,712 FHW A Safe, Accountable, Flexible, Efficient Transportation Equity Act - A Legacy for Users (SAFETEA-LU) Earmarks (previous and FY 2008-2010 appropriations) $ 887,167 Developer Contributions and Proffers $ 440,000 Transfer of unused VDOT funding from the East Market Street Widening project completed under budget $5,000,000 Bonds to be issued by the Town, payment for which by using 1/3 of the Town's allocation from VDOT Urban Funds. $5,000,000 VDOT Transportation Partnership Opportunity Fund (TPOF) grant $3,392,665 Transfer ofVDOT funds currently budgeted for the South King Street Widening project $43,000,000 Total THEREFORE RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I: The Town Manager is hereby authorized and directed to apply for grant funds from the VDOT TPOF program. SECTION II: The Town Manager is hereby directed to transfer funds in the amount of $3,392,665 of previously allocated VDOT funds from the South King Street Widening project if necessary to complete funding of this project. SECTION III: The Town Manager is hereby directed to transfer unused VDOT funds in the amount of $440,000 from the completed East Market Street Widening project, if necessary to complete funding of this project. -3- A RESOLUTION: AUTHORIZING A PLAN TO COMPLETE FUNDING OF THE BATTLEFIELD P ARKW A Y FROM KINCAID BOULEVARD TO ROUTE 7 SECTION IV: The Town Manager is authorized to present to the Town Council for their consideration a funding plan that would provide $5 million using VDOT Annual Urban Allocations for debt service reimbursement, payment for which starting in FY 2011. SECTION V: A total of$3,887,167 consisting of$2 million in future Town allocations of RSTP, $1 million from future Loudoun County RSTP, and $887,167 from developer contribution and proffers are committed to this project. Should this funding not become available as anticipated, the Town will secure funding in the same amount from other sources. SECTION VI: The Town Manager is hereby directed to continue coordination with VDOT and other entities to identify additional sources of funding. SECTION VII: The Town Council requests that, based on the identified funding sources, VDOT immediately issue a Request for Proposals to pre-qualified Design-Build firms for the design and construction of this project.
