PRESENT: Mayor Brad Andersen, Council President Dennis McArthur, Council
member Steve Elliott, Council member Dan Gubler, Council member Jane Shaw, City
Clerk Robyn Keyes.
VISITORS: None.
Restrooms in the Park. Mayor Andersen asked Council member Elliott to report his
information regarding new restrooms for the park.
Council member Elliott said Missoula Concrete Construction had 2 restrooms available.
The restrooms were all concrete, self contained with no plumbing, 600 gallon tank
capacity, plastic ABS liner, single room, unisex, and could be cleaned with a pressure
washer inside and out. The dimensions of each restroom were 6' 10"X 14' 8".
Mayor Andersen asked if small children could fall into the toilet.
Council member Elliott said they probably could, but the US Forest Service used the
toilets in their parks, and suggested that children that small should be accompanied by an
adult.
Council member Shaw suggested installing a sign that said "no unattended children", and
perhaps the City attorney could advise the City regarding the issue.
Council member Gubler said the City couldn't supervise all activity in the park and
should not be held responsible if such an event took place.
Mayor Andersen said that was the case with the play equipment, the City was not
responsible for injury.
Council member's Gubler and Shaw wanted hand sanitizer accessible because there was
not running water in the restroom.
Council member Gubler asked what the cost of the restrooms would be. Council member
Elliott said the single room was $13,569. Council member Gubler asked if the City had
enough money in the budget to purchase the restrooms. Mayor Andersen it did.
The Council discussed possible locations for the restroom placement, and decided to
consult with Public Works Supervisor Prouse.
Council member Elliott asked if the City wanted an entrance that was a walk through
from direction, one that the entrance was on the right side, or one that the entrance was
on the left side.

The Council decided upon a walk through entrance.
Council President made a motion to approve the purchase of the walk through, single
restroom for $13,569.
Council member Shaw seconded the motion. All were in favor.
Motion carried.
New Recreational Equipment. Mayor Andersen asked the Council to review the
information regarding skate boarding equipment. Mayor Andersen said the equipment
representative said if the City purchased a new slide and the skate equipment, the
company would offer a discount that was equivalent to the cost of the skate equipment.
Council President McArthur suggested placing the skate equipment by the City garage on
the north end of the park. Council member Gubler said there are buried tanks in there and
that might not be a good location.
Council member Gubler said he did not believe there were enough skaters in town to
support skate equipment. Mayor Andersen said the previous administration was in favor
of the idea of a place for skaters to skate, and there were a large number of young people
supporting the project.
Council member Gubler said he would rather maintain the equipment the City already
had than buy new equipment. Mayor Andersen said the City was maintaining the existing
equipment, and repairing the tennis courts would be placed on the budget for next fiscal
year.
Council President McArthur suggested placing the skate equipment next to the walking
path so the skate boarders could skate from the path onto the equipment. The President
said he had heard of a lot of complaints from homeowners by the church on Denning
because of skateboarding and perhaps the equipment would give the skateboarders an
appropriate place to ride.
The Council decided to consult Public Works Supervisor Prouse regarding placement of
the equipment.
Council member Elliott made a motion to approve the purchase of a new slide and a 10'
skate board rail.
Council President McArthur seconded the motion.
All were in favor. Mayor Andersen stated that if Council member Gubler was not in favor
of the purchase, it needed to be recorded in the minutes. Council member Gubler said he
was in favor of the slide but not in favor of the skate board rail.
Motion carried. Purchase approved.

Council President McArthur said Delbert Sorenson had some concerns regarding the
park.
Council member Gubler made a motion to adjourn. Council member Shaw seconded the
motion. All were in favor. Motion carried.
