A RESOLUTION: ADOPT THE TREE PRESERVATION AND REPLACEMENT
GUIDELINES FOR CAPITAL IMPROVEMENT AND LAND
DEVELOPMENT PROJECTS, AND AUTHORIZE THE TOWN
MANAGER TO MAKE FUTURE REVISIONS
WHEREAS, the Town of Leesburg has been a Tree City USA since 1989; and
WHEREAS, in 2004, the Department of Capital Projects Management determined that a
tree policy was needed for capital improvement program projects; and
WHEREAS, the Departments of Capital Projects and Planning and Zoning, and the
Urban Forester worked together to prepare the Tree Replacement draft guidelines; and
WHEREAS, these guidelines were reviewed and modified based in the capital
improvement project experience, and then presented to the Town's Tree Commission for review
and recommendation; and
WHEREAS, the Tree Commission reviewed the guidelines and provided comments
which were incorporated into the guidelines; and
WHEREAS, the Tree Commission recommended that the guidelines be adopted by the
Council of the Town of Leesburg for approval; and
WHEREAS, the Department of Capital Projects Management has continued to test the
guidelines and find that they continue to be satisfactory; and
WHEREAS, the guidelines will continue to need updating as arboriculture tree
preservation techniques improve; and

DEVELOPMENT PROJECTS, AND AUTHORIZE THE TOWN
MANAGER TO MAKE FUTURE REVISIONS
WHEREAS, developers and other private and nonprofit entities are encouraged to follow
the same guidelines to be in good keeping with the Town Council's vision of a greener Leesburg.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The Council of the Town of Leesburg hereby adopts the Tree Preservation
and Replacement Guidelines for Capital Improvement Program projects as presented.
SECTION II. Developers and other private and nonprofit entities are encouraged to
follow the same guidelines.
SECTION III. The Town Manager may administratively make changes to the guidelines
based on improvements to tree preservation techniques.
