A RESOLUTION: AUTHORIZING THE MAYOR TO SEND A LETTER TO THE LOUDOUN
COUNTY BOARD OF SUPERVISORS REGARDING THE UPCOMING
EXPIRATION IN 2009 OF THE IDA LEE PARK RECREATION CENTER
PARTNERSHIP AGREEMENT BETWEEN THE TOWN OF LEESBURG
AND LOUDOUN COUNTY, AND TO BEGIN A DIALOGUE ON THE
FEASIBILITY OF A NEW AGREEMENT FOR COUNTY RESIDENTS TO
UTILIZE THE TOWN OF LEESBURG'S IDA LEE PARK RECREATION
CENTER
WHEREAS, as part of the funding for the original Ida Lee Park Recreation Center facility in
December 1988, the Town entered into an agreement with the County of Loudoun for $800,000
which was used towards the $5 million construction cost of the facility; and
WHEREAS, in exchange, the Town agreed that residents of the County living outside the
Town corporate limits would be charged the same fees and rates as Town residents for a period of20
years; and
WHEREAS, the respective agreement terminates on January 1, 2009; and at that point in time
County residents may no longer have access to Ida Lee Recreation Center services at the same price
structure as Town residents;
WHEREAS, since January 2009 is now less than two years away, the Town Council of
Leesburg believes it is timely to begin a dialogue with the County of Loudoun to explore the
feasibility of a new agreement for recreation center access for County residents with the County's
financial investment at a more equitable level; and
WHEREAS, the Fiscal Year 2007-2011 Capital Improvements Program includes $1.5 million
in year 2011 for the design and engineering work related to an expansion of the Ida Lee Park
Recreation Center currently estimated at $15 million, the expansion of which mayor not be

necessary, depending on the continued allowed usage of the Town's facilities by out of town
residents per a newly constructed agreement with the County of Loudoun.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Council requests to meet with appropriate officials of the County of Loudoun to explore an
agreement for continued use by County residents of Ida Lee Park Recreation Center after the January
1, 2009 expiration date of the existing agreement.
