A RESOLUTION AMENDING RESIDENT QUALIFICATIONS
FOR PARTICIPATION IN THE MEAL DELIVERY PROGRAM FUNDED
BY AN IOWA CDBG GRANT IN FISCAL YEAR 2021
WHEREAS, The City of Riverdale, Iowa ("City") is a Municipal Corporation, organized and
operating under the laws of the State of Iowa, and;
WHEREAS, on April 21, 2020, the Mayor submitted a letter of application to the Iowa
Economic Development Authority (IEDA) requesting consideration of a proposal that
would use State of Iowa Community Development Block Grant funds (CDBG Funds) to
pay for the purchase and delivery of nutritious "meals -to -go" from Riverdale's DUCK
CREEK PANCAKE HOUSE to residents over 65 and those living in households at or below
the median income level in Scott County ($58,000 per year), and;
WHEREAS, on April 24, 2020, the City of Riverdale and the Iowa Economic Development
Authority entered into a contract awarding the $7,500 in funds for the meal delivery
program for a period of one year ending on April 24, 2021, and;
WHEREAS, on April 28, 2020, the City Council of the City of Riverdale passed Resolution
2020-38 which approved the use of $7,500 of City funds to pay costs associated with the
meal delivery program in advance of their reimbursement through the CDBG Funds,
and;
WHEREAS, in conversation with the administrators for the state program, the Mayor was
advised that it would be acceptable to include those individuals who find themselves
unemployed as a result of the COVID-19 outbreak as well as the households in which
they live.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE,
IOWA.
Section 1. Authorizes the expansion of the meal delivery program referred to as
"Meals -to -Go" to include households with residents who are unemployed as a result of
the COVID-19 outbreak, effective immediately.
