RESOLUTION:
AWARDING THE SYCOLIN ROAD WIDENING PHASE I-A
CONSTRUCTION CONTRACT
WHEREAS, the Sycolin Road Widening Phase I-A is a funded capital project; and
WHEREAS, the Road Construction Agreement with Oaklawn was terminated; and
WHEREAS, in response to a public solicitation for bids for the construction of the Sycolin
Road Widening Phase I-A project, the Town received bids on March 5, 2007, from the following
firms:
. Tessa Construction & Tech Company, LLC
$3,409,000.00
. Phillips Construction, LLC
$3,541,361.00
. Cube Construction
$4,007,569.50; and
WHEREAS, the bids were evaluated by the Director of the Department of Capital Projects
Management and the Chief Purchasing Officer in accordance with the Town's Purchasing Policy;
and
WHEREAS, Tessa Construction & Tech Company, LLC was determined to be the lowest
responsive and responsible bidder; and
WHEREAS, this is a unit price contract; and
WHEREAS, sufficient funding is available to award this contract; and
WHEREAS, the Director of Capital Projects Management recommends awarding this
construction contract to Tessa Construction & Tech Company, LLC, in the amount of $3,409,000
for construction of the Sycolin Road Widening Phase I-A project.

A RESOLUTION: AWARDING THE SYCOLIN ROAD PHASE I-A CONSTRUCTION
CONTRACT
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
Tessa Construction & Tech Company, LLC, in the amount of $3,409,000 for the construction of
the Sycolin Road Widening Phase I-A project.
PASSED this 27th day of March 2007.
