HomeMy Public PortalAbout2007_03_27_r056 The Town of Leesburg, Virginia PRESENTED March 27,2007 RESOLUTION NO. 2007-56 ADOPTED March 27, 2007 A RESOLUTION: SUPPORTING A GRANT APPLICATION FOR WATERSHED PLANNING IN THE TOWN OF LEESBURG TO BE SUBMITTED TO THE NATIONAL FISH AND WILDLIFE FOUNDATION BY THE PIEDMONT ENVIRONMENTAL COUNCIL WHEREAS, the Piedmont Environmental Council (PEC) was established in 1972 to promote and protect Virginia rural economy natural resources history and beauty; and WHEREAS, watershed planning can help implement the natural resources policies of the Town Plan, the Urban Forestry Management Plan, the Parks and Recreation Plan, and the Town's Virginia Discharge Elimination System permit for stormwater; and WHEREAS, the Town of Leesburg adopted a resolution on September 14, 2004 to work cooperatively with the PEC for watershed planning within the Town; and WHEREAS, as part of that resolution the Town Council established a Steering Committee consisting of the Environmental Advisory Commission, a member of the Planning Commission as selected by that Commission and appropriate Town staff to coordinate the efforts of the Town and the PEC; and WHEREAS, realizing that watershed issues are impacted in large part by the urban forest of the Town, this Steering Committee added a member of the Tree Commission as selected by that Commission's Chairperson on March 12,2007; and WHEREAS, PEC is successfully overseeing a grant for watershed planning in the Town of Leesburg; and WHEREAS, PEC is submitting a grant application to the National Fish and Wildlife Foundation for additional watershed planning to include public education and demonstration projects in the Town of Leesburg; and WHEREAS, the PEC has requested that the Leesburg Town Council support the grant application; and -2- A RESOLUTION: SUPPORTING A GRANT APPLICATION FOR WATERSHED PLANNING IN THE TOWN OF LEESBURG TO BE SUBMITTED TO THE NATIONAL FISH AND WILDLIFE FOUNDATION BY THE PIEDMONT ENVIRONMENTAL COUNCIL WHEREAS, the grant does not commit the Town to any matching funds but does include a expectation of staff time to provide data participate in and cooperatively stage stakeholder meetings and review progress; and WHEREAS, the Town supports the PEC water quality goals with respect to improving the water quality of storm water discharges from the Town storm sewer system; and WHEREAS, the Environmental Advisory Commission (EAC), the Tree Commission, the Tuscarora Creek Watershed Study Steering Committee, the Director of Planning, and the Director of Engineering and Public Works recommend support of the grant application. THEREFORE RESOLVED by the Council of the Town of Leesburg in Virginia as follows: The Town Council hereby supports the grant application for watershed planning in the Town of Leesburg to be submitted to the National Fish and Wildlife Foundation by the Piedmont Environmental Council and hereby authorizes the Town's Watershed Steering Committee to continue to coordinate the efforts of the Town and the PEC.
