A RESOLUTION: APPROVING SPECIAL EXCEPTION TLSE-2006-0009, SOUTHERN
ELECTRIC, TO PERMIT AN ACCESSORY VEHICLEIEQUIPMENT
REPAIR FACILITY AT 7 CARDINAL PARK DRIVE, SE
WHEREAS, Southern Electric has requested special exception approval to permit an
accessory vehicle/equipment repair facility at 7 Cardinal Park Drive, SE; and
WHEREAS, the property is located in the B-3 Community Retail/Commercial Zoning
District; and
WHEREAS, on March 1, 2007, the Planning Commission recommended conditional
approval of this application; and
WHEREAS, on April 10, 2007 the Town Council held a public hearing; and
WHEREAS, the proposed use meets the special exception standards for a
vehicle/equipment repair facility as set forth in the Zoning Ordinance; and
WHEREAS, staff recommends approval, with the conditions set forth below.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia hereby
approves Special Exception application TLSE- 2006-0009, Southern Electric VehiclelEquipment
Repair Facility, 7 Cardinal Park Drive, SE, identified in the Loudoun County Land Records as
Parcel Identification Number 189-28-9815, subject to the following conditions:
Substantial Conformance: Development of this special exception use shall be in substantial
conformance with the Special Exception Plat titled "Southern Electrical Services, Inc." dated
2/05/07, prepared by KJ & Associates. This plat includes Sheets 1 (Special Exception Plat);
Sheet 2 (Lighting Plan); Sheet 3 (Drainage Divides); and Sheet 4 (Trailview Boulevard Sight
Distance Plan & Profile).

No Expressed or Implied Waivers: Approval of the special exception does not express or
imply any waiver or modification of the requirements set forth in the Subdivision and Land
Development Regulations, the Zoning Ordinance, or the Design and Construction Standards
Manual (DCSM) except as approved by Town Council on the Special Exception Plat. Final
plats, development plans and construction drawings are subject to the applicable town
regulations.

Vehicles Serviced: The subject facility shall only service those vehicles belonging to Southern
Electric that are based at the 7 Cardinal Park Drive site.
Inoperable Vehicle Storage: No more than four (4) abandoned, wrecked or inoperable vehicles
may be stored on the property for more than one week, subject to the limitation that there shall
be no wrecking or sale of said vehicles or partes) thereof. All stored vehicles shall be kept on the
paved area of the site and within designated parking spaces.
Site Lighting: All lighting fixtures used to illuminate outdoor areas shall be designed to avoid
glare to the surrounding areas. The facility shall only be lit during the hours that the facility is
open for business, except for necessary security lighting.
No "pink" lighting shall be employed on the site. All bulbs used shall emit white light.
Tree Protection: A note shall be added to the plan or the limits of tree protection shall be shown
along Cardinal Park Drive protecting the landscaping along the frontage of Leesburg Motors and
along the north property boundary protecting the landscaping and existing trees next to Leesburg
Motors..
