HomeMy Public PortalAbout1987 06/06City of McCall OFFICE OF THE CLERK BOX 1065 MCCALL, IDAHO 83638 June 6, 1987 TO: Bud Schmidt, City Administrator FROM: Hugh Cooke, Recreation Director RE: City Council Request 4/23/87, "Waterfront Park Development" Mill Park to No. 1 Water Station As I have begun efforts to coordinate this project, I continually see the need for a quality design and working plan to make this project successful. I foremost urge the City Council to approve the funding of a professionally trained designer who will commit to a feasible plan and construction schedule based on our needs and financial limit- ations. I have spoken to Andy and Gusti Laidlaw regarding design assistance and recommendations. They will prepare a modest proposal in the near future for your inspection and for City Council consideration. Regarding specifics: Not as much as I had hoped for has developed to date. Here is a brief rundown. 1. The University of Idaho has pledged to donate and plant five (5) small trees at the site as part of the University Centennial project. This would be in summer or fall of 1988. I have com- pleted all paperwork for this project. Our plan must identify those trees are to be planted. 2. Through Mr. Bill Killen, negotiations are proceeding smoothly with Nancy Gentry for a lease or easement of her property. 3. The Summer Youth Crews will spend much of July on the city park sites. Mill Park will be part of an overall park clean-up handled by the youth crews and their adult supervisors. It is critical to develop a firm working arrangement with Public Works Utility Services and Parks/Beaches Department to have complete cooperation in furnishing materials, equipment, operators and support during all of July and early August. I firmly believe the Youth Crew and clean-up will not be functional without a commitment of at least 30-50 hours per week from Public Works and Parks/Beaches during July and August. If this commitment is not possible, we need to re-evaluate the clean-up schedule for summer 1987. The Idaho National Guard has notified us that they will not be available to help in any way - (Actin, item). I believe that much of the 1987 clean-up/renovation should extend into the existing Mill Park. 4. I am struggling to continue to carry on with recreation program supervision and promotion along with the new tasks of coordinating the Youth Crew community -wide and steering the clean-up and development of the waterfront park. I do have a fine crew for the summer, and so far (with lots of luck) our summer offerings have been well -received and successful. I have shortened or mod- ified some youth activities to allow for the other demands. Also, I intentionally kept the program offerings or services to a min- imum in August to allow for park projects for myself and summer employees. We will put the park project as a high priority. With lots of good luck, cooperation and good weather we should have a successful summer regarding all elements of park and recreation. 5. I have contacted (State of Idaho) Department of Public Lands and Department of Parks and Recreation regarding the site. Also, I personally contacted the operators of the Marinas and boat ser- vices explaining our project. 6. As I see the waterfront project develop, I hope to deal with these improvements (these are subject to designers input or City Council action). For Summer 1987: A. Develop accurate maps and documents regarding boundaries, easements, ownership restrictions, building sites, parking, expansion, etc. B. Clean-up and improvements at existing Mill Park. C. Grading and leveling existing boating and marina public park- ing. City Council needs to confirm use policy and enforcement of 72-hour trailer parking and begin user education. (Action item) D. Promotion use and erecting signs indicating public parking on the lower level near the lake. E. Work with Idaho Power for the burying of power lines from Pine Street to Water Station. F. Installation of burying storm drain line on the northern edge of Gentry property. G. Complete clean-up of waterfront area; remove driftwood, aban- doned docks, boulders, trash. This will be on -going as the water line lowers. The use of floating barge -crane may be needed for the completion of this project. H. Study the re -facing or siding of existing water station. A need to beautify and increase security of this building is a must. This must be mixed with the service and function of the water equipment enclosed in the building. I. Study, clean-up and prep work regarding pathway on waters edge from pump station west toward Cutty Sark.
