A RESOLUTION: REQUESTING NORTHERN VIRGINIA TRANSPORTATION
AUTHORITY ACTIVATE THE PLANNING COORDINATION
ADVISORY COMMITTEE AND INCLUDE TOWNS IN TECHNICAL
COMMITTEES
WHEREAS, H.B. 3202, authorizing new transportation planning and funding has been
amended and signed into law effective July 1, 2007 that specifically empowers the Northern
Virginia Transportation Authority (Authority) to coordinate planning and funding of regional
member's transportation improvements; and
WHEREAS, The Code of Virginia Title 15.2, Chapter 48.2, S 15.2-4837 requires: "The
Authority also shall have a planning coordination advisory committee, which shall include, but
not be limited to, at least one elected official from each town that is located in any county
embraced by the Authority and receives street maintenance payments under ~ 33.1-41.1"; and
WHEREAS, Since the Authority's inception in 2002, the technical committee has
embraced staff from the towns located in counties embraced by the Authority, and should
formally include these staff in continued technical advisory committees; and
WHEREAS, in November 2006, the Mayor and Council resolved that funding roads to
alleviate regional roadway congestion is the Town Council's highest priority. These priorities
include funding for: the construction of Battlefield Parkway from Kincaid Boulevard to Route 7
and between Fort Evans Road and Edward Ferry Road; the widening of South King Street from
Route 621 to the southern corporate limits; the widening of the Route 7/Route 15 Bypass from
four to six lanes and complete the interchanges at Route 15 and the Route 7 Bypass and Route 15

Bypass and Edwards Ferry Road; and widen the Route 7 Bypass and Route 7 from South King
Street to Route 9. These roads are burdened with significant regional traffic, including: points
north from Maryland, Pennsylvania, and 1-270; points west, including West Virginia, Western
Loudoun and Clarke Counties; points east, including Eastern Loudoun and Fairfax Counties, the
Dulles Toll Road and Greenway; and points south, including Prince William County and 1-66
and 1-95. Funding construction of these projects will substantially improve the regional
transportation system. In addition to funding of these regional roads, funding local traffic
calming projects will help reduce speeding and improve safety; and
WHEREAS, the Town of Leesburg maintains 228 miles of roadway, with 60 new added
since 2001, and desires continued funding support from the state and appropriate new regional
revenues derived from implementation ofH.B. 3202; and
WHEREAS, the Town Council has made the tough decision to take the initiative and
address construction of regional road networks with Town planning, limited funding, and
construction; and
WHEREAS, H.B. 3202 provides opportunities for various funding sources to help
address transportation needs across the Commonwealth, including the imposition of local taxes
and fees by Northern Virginia Transportation Authority members to support Northern Virginia
transportation needs via the Northern Virginia Transportation Authority, however, the Town of
Leesburg's 37,800 residents have neither a guarantee that funding generated in Loudoun County
or elsewhere in the region will support urgently needed regional projects in Leesburg, nor a seat
at the table in the decision making of distribution of such locally generated revenues.

THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
following comments be respectfully considered regarding implementation of H.B. 3202:
SECTION 1. Establish the planning coordination advisory committee for formal
participation of towns located within the Authority's member counties.
SECTION II. Create or modify the membership category for town staff to participate in
all technical committees and implementation efforts of the Authority.
SECTION III. Ensure that all revenues deposited to the credit of the Northern Virginia
Transportation Authority be used for projects benefiting the localities, in accordance with the
requirements of the redistribution formula, including use by towns within the member counties.
