A RESOLUTION:
TO WORK WITH THE METROPOLITAN WASHINGTON COUNCIL
OF GOVERNMENTS (COG) TO ACHIEVE THE BEST MARKET
PRICE FOR NATURAL GAS SUPPLY TO BE DELIVERED TO TOWN
FACILITIES AND AUTHORIZING THE TOWN MANAGER TO
EXECUTE THE REQUIRED CONTRACT TO ACCOMPLISH THIS
GOAL
WHEREAS, the Town Council has requested that staff explore all options available to maximize the
service provided to the citizens of the Town while minimizing the cost of providing the service and;
WHEREAS, working with the Metropolitan Washington Council of Governments (COG) to take
part in the on-line reverse auction being conducted by the District of Columbia Office of Contracting and
Procurement and the District Office of Property Management provides the Town with the opportunity to
create savings in regards to the natural gas supply required to operate Town facilities and;
WHEREAS, the primary goal of the invitation to bid and ultimately the on-line reverse auction is for
the District and COG participants to achieve the best market price for natural gas supply and;
WHEREAS, the on-line reverse auction is projected to take place on May 21,2007 and;
WHEREAS, if after participating in the auction, it is determined that the Town should enter into a
contract with the successful bidder(s) (natural gas supply providers) the contract will need to be executed
within 24 hours of the completion of the auction and;
WHEREAS, to successfully execute the contract for natural gas supply within 24 hours of the
completion of the auction, Council will need to delegate the authority to sign such contract on behalf of the
Town to the Town Manager.
THEREFORE, RESOLVED that the Council ofthe Town of Leesburg in Virginia hereby authorizes
the Town Manager to execute a contract, on behalf of the Town, with the successful bidder(s) (natural gas
supply provider) of the on-line reverse auction conducted by the District of Columbia Office of Contracting
and Procurement and the District Office of Property Management to create savings in regards to the natural
gas supply required to operate Town facilities.
