HomeMy Public PortalAbout2007_05_22_r089 The Town of Leesburg, Virginia PRESENTED May 22. 2007 RESOLUTION NO. 2007-89 ADOPTED May 22. 2007 A RESOLUTION: SUPPORTING EXPANSION OF THE LEESBURG WATERSHED PLANNING COMMITTEE AND DIRECTING THE FOCUS OF THEIR WORK WHEREAS, the Town of Leesburg adopted a resolution on September 14,2004 to work cooperatively with the Piedmont Environmental Council (PEe) for watershed planning within the Town; and WHEREAS, as part of that resolution the Town Council established a Steering Committee consisting of the Environmental Advisory Commission, a member of the Planning Commission as selected by that Commission and appropriate Town staff to coordinate the efforts of the Town and the PEC; and WHEREAS, watershed planning can help implement the natural resources policies of the Town Plan, the Urban Forestry Management Plan, the Parks and Recreation Plan, and the Town's Virginia Discharge EI~mination System permit for stormwater; and WHEREAS, the Leesburg Watershed Steering Committee established by the Town Council recommends the following strategy to address watershed improvement recommendations contained within the report entitled "Summary of Findings from Tuscarora Creek Field Work and Baseline Assessments." THEREFORE RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION 1. The Town Council hereby endorses expansion and continuation of the Leesburg Watershed Steering Committee to increase stakeholder input through the addition -2- A RESOLUTION : SUPPORTING EXPANSION OF THE LEESBURG WATERSHED PLANNING COMMITTEE AND DIRECITNG THE FOCUS OF THEIR WORK of representatives from the business community, the building industry, a local conservation group, public or private schools, and Town residents (the additional representatives to be sought by the Committee). SECTION II. The Town Council requests the Leesburg Watershed Steering Committee complete an evaluation of the 87 recommendations in the Tuscarora Creek Watershed Study to determine short-term priorities based on feasibility, cost-benefit, and furtherance of natural resource policies of the Town Plan, the Urban Forestry Management Plan, the Parks and Recreation Plan, and the Town's Virginia Discharge Elimination System (MS-4) permit for stormwater. SECTION III. Any Leesburg Watershed Protection Plan recommended by the Steering Committee be developed in cooperation with current efforts to develop a county- wide stream protection Strategy for Watershed Management (SWMS). SECTION IV. The Town Council hereby endorses Town pursuit of grants and partnerships to fund such activities as public education, demonstration projects, reforestation, watershed planning, stormwater management programs and other priorities as may be recommended by the Steering Committee and approved by the Town Council.
