A RESOLUTION: AWARDING THE WEST MARKET STREET IMPROVEMENTS
PROJECT CONSTRUCTION CONTRACT
WHEREAS, the West Market Street Improvements project is a fully funded capital project;
and
WHEREAS, in response to a public solicitation for construction bids due April 5, 2007, the
Town received four bids from the following firms:
. Cube Construction Corporation
$ 899,299.65
. Arthur Construction Co., Inc.
$1,078,539.74
. Tessa Construction & Tech Company, LLC
$1,146,500.00
. Omni Excavators, Inc.
$1,279,098.30; and
WHEREAS, the bids were evaluated by the Director of the Department of Capital Projects
Management and the Chief Purchasing Officer in accordance with the Town's Purchasing Policy;
and
WHEREAS, Cube Construction Corporation was determined to be the lowest responsive
and responsible bidder; and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the not to exceed contract price; and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, sufficient funding is available to award this contract.

A RESOLUTION: AWARDING THE WEST MARKET STREET IMPROVEMENTS
PROJECT CONSTRUCTION CONTRACT
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
Cube Construction Corporation, in the amount of $899,299.65 for the construction of this project.
