PLANNING COMMISSION MINUTES — JUNE 14, 2005
PRESENT: TOM CROSBY, MARILYN FORTIN, DICK PICARD, LENNY LEUER AND
DOUG DICKERSON. ALSO PRESENT CITY PLANNER ROSE LORSUND,
PLANNING CONSULTANT SARAH SCHIELD AND PLANNING AND
ZONING ASSISTANT SANDIE LARSON
ABSENT: MARY VERBICK AND TOM SUPEL
1. CALL TO ORDER
Chairperson Dick Picard called the meeting to order at 7:00 p.m.
2. PUBLIC FORUM
There were no comments.
Dick Picard reminded everyone that the Planning Commission was a recommending body and
the City Council made final decisions.
3. RON MUSICH — 2715 PIONEER TRAIL — TWO LOT SUBDIVISION — PUBLIC
HEARING
Rose Lorsung stated that the applicant was not able to be here this evening and has requested that
their item be tabled until the July 12th meeting. She did explain that this was an application for a
two lot subdivision and the final plat may change with some recently received information with
all information staying the same.
Tom Crosby asked if the applicants agreed with Rose's recommendations.
R. Lorsung said she has explained the RR zoning to the applicant and how minimum acreage is
figured out.
T. Crosby said it would save time when the applicant is here if he is aware of the requirements
before the meeting.
Lenny Leuer said this is a 30 acre lot with 1 additional lot being created. He wondered if the
larger lot would be further dividable.
R. Lorsung said it depends on the revised plat. The 2nd lot has wetlands/slopes, etc. and that area
has to be discounted in the acreage for the lot. She said the 2nd lot now shows 8 acres and it will
be bigger. She said she would have to do more investigation to see if the larger lot would be
further dividable.
L. Leuer said the applicants should be told upfront if in the future the larger lot could be again
divided.

T. Crosby said it is a good idea to advise them, but to also tell them there is no guarantee of
future subdivision
R. Lorsung said the ordinance could change, but she could figure out what they could do with
our current ordinance.
L. Leuer said we should also be aware of the setbacks for animal structures. He agreed we have
to educate them on our current ordinance on subdividing.
Dick Picard said these are good points to bring up for the applicant when they come back.
Marilyn Fortin asked Rose about her comment in her staff report about shared driveways and not
being able to do that for this application.
R. Lorsung explained that because of the topography of the road, etc. it will be safer to have two
separate driveways.
Doug Dickerson said he has a conflict of interest in that he is an adjacent neighbor and would
abstain from voting on this matter even though there would be no financial gain for him with the
application.
MOVED BY TOM CROSBY AND SECONDED BY MARILY FORTIN TO TABLE THE
RON MUSICH APPLICATION, PER THE APPLICANT'S REQUEST, TO THE JULY 12,
2005 PLANNING COMMISSION MEETING.
Motion passed.
