AGENDA PLANNING BOARD DECEMBER 3, 1987 6:30 P.M. ITEM #l: Approval of the November 5, 1987 minutes. (attached) ITEM #2: Consideration of additions to the agenda. ITEM #3: Distribution of the updated Zoning Map and Text Amendments. ITEM #4: Report on upcoming Workshop for Planning Board Members. ITEM #5: Discussion of parking section of the Zoning Ordinance - members are asked to review pages 71-80, 86, 160, A-1 through A-8 of the Zoning Ordinance. ITEM #6: Discussion of the Subdivision Regulations. ITEM #7: Discussion about establishing an overlay zoning district called the MTC (Major Transportation Corridor) as required by Orange County before their relinquishment of the Sub Regs. ITEM #8: Discussion of the Land Use Plan. ITEM #9: Discussion on the entranceway at S. Churton. Area to be discussed runs from Hwy 70 to Margaret Ln. Members are asked to view this area and access appearance and safety considerations. If members are interested in taking an active role in any of the above discussions, additional meterial is available in the Planning Office for your review. k MINUTES PLANNING BOARD DECEMBER 3, 1987 MEMBERS Bob Rose (Chair), Tarleton Davis, Barbara Page, Cheshire Cole, '.ESENT: Jim Culbreth, Calvin Ashley, Dr. Robert Murphy MEMBERS Margaret Moore, Ida Louise Evans ABSENT: OTHERS: Mayor -Elect Fred Cates, Janet Rigsbee ITEM #1: Page moved to approve the minutes of the November 5, 1987 meeting. Davis seconded. Unanimous. ITEM #2: Page asked to consider the Planning Board hosting the reception for the swearing-in ceremony. All agreed and Page and Rigsbee will arrange and the members will contribute money.. be Cates asked to recognized and commended the Planning Board for their interest and work. He said that he will have a Christmas present for everyone if all goes well. He also said that he was involved in straightening Eno Mountain Rd at which time a new bridge would be constructed. Rigsbee mentioned the Occoneechee Mountain Park Committee and Cates will receive that information. ITEM #3: Rigsbee distributed the new Official Zoning Map and maps of the Eno Entranceway. _fEM #4: Rose and Rigsbee are going to an agenda setting workshop and in February there will be a workshop for all Planning Board members. ITEM #5: The Board discussed parking and realizesthat land is at a premium, moderate aesthetics are wanted but at a minimum cost to the developer. There are some diagrams in the rear of the Ordinance that are not representative of what the community wants and the Board felt we should eliminate these diagrams and develop our own. Landscaping is desirable for breaking the rush of stormwater, shade and breaking up the asphalt landscape. The 3 foot landscaping around buildings between parking areas may not be necessary in heavy pedestrian areas. Compact car spaces for a small percentage of large parking lots are desirable. Parking areas for existing uses should be brought to the Board of Adjustment - those parking areas are best treated through the variance process. ITEM #6: Cates endorses continued work on the Subdivision Regulations:.. Rigsbee is to contact Michael Brough and Rich Ducker for their comments on the proposed Sub Regs. Public roads should be paved but there could be a one lot exception. Buffers along the interstate should be broken up at inter- changes with commercial nodes where the standards could be less strict and have good information for travellers. December 3, 1987 Page 2 ITEM #7: Rigsbee explained that Orange County requires that our Zoning Ordinance meet Triange J's interstate standards before they would release us from their Sub Reg control. Page, Rose and Cheshire will work with Rigsbee to develop amendments to the Ordinance not much change is needed. ITEM # 8: The Land Use Plan revisions will start in earnest in 1988. Hopefully, Rigsbee will be taking a Land Us Planning course at UNC -Chapel Hill starting in January. ITEM #9: Rose related the discussion of the Community Appearance Guideline Committee on the Eno Entranceway. The Board felt that there was a very dangerous traffic problem at the southwest corner of Margaret Ln. because of the parking and driveways and high use of the area. The NCDOT should be contacted for their input. There is parking available in the rear of the building and would be used more if the B & H Video would open up their back doors. Janet V.
