Present:Absent: George Meservey; John Hodgkinson; Ann Hodgkinson; Sims McGrath, Jr. John Hinckley. The meeting convened at 10:00 a.m. APPROVAL OF MINUTES: MOTION: Bob RichJudith Bruce On a motion by , seconded by , the Committee voted to approve the minutes of April 3, 2003. VOTE: 3-0-0 The vote passed unanimously . REPORT FROM CITIZEN’S ADVISORY COMMITTEE: McKusick noted that attendance at the last Citizen's Advisory Committee meeting was very low. The committee needs more direction. ANNOUNCEMENTS: Land Bank Purchase Allen Gibbs told the Wastewater Management Steering Committee that the Open Space (Open Space Committee) Committee is anticipating the possible purchase of the Sparrow property (20 acres) with Land Bank funds. It is a warrant article at the May Town Meeting. This would provide a 41-acre nature preserve in South Orleans. MOTION: Judith BruceBob Rich On a motion by , seconded by , the Committee voted to endorse the Land Bank acquisition of the Sparrow property. VOTE: 3-0-0 The vote passed unanimously . Pleasant Bay Alliance MOTION: Judith BruceGussie McKusick On a motion by , seconded by , the Committee voted to endorse the continuance of the Pleasant Bay Alliance and the revision of the Pleasant Bay Resource Management Plan. VOTE: 3-0-0 The vote passed unanimously . NEW BUSINESS: Water testing for Summer 2003 The sampling dates have been set for this summer. They have been coordinated with the Chatham Pleasant Bay samplings. There are two training sessions set on May 19 & 20. Hands on training will be done June 2, 2003. Assistant Planner Resignation Meservey stated that Al Brodeur has resigned as the Assistant Town Planner effective May 9, 2003. Wastewater Management Steering Committee Minutes – April 17, 2003 Page 1 of 2 Estuaries Project rd The committee discussed the 3 year contract with SMAST (Dr. Brian Howes). This will complete the estuaries rd project. The final estuaries report is due June 30, 2004. This is the 3 year of water sampling in Orleans. Summer rds of 2004 will only have 2/3 of the sampling stations and Summer 2005 would have 1/3. Orleans will cover the stations for Eastham in order to obtain assure a complete model (they have removed their $5,000.00 contribution out of the budget). The committee agreed they would like more information from Department of Environmental Protection. MOTION: Bob RichJudith Bruce On a motion by , seconded by , the Committee voted to endorse the signing rd of the 3 year contract SMAST (Assessment and Management Document) pending resolution of two issues, including the changes due to the Chatham breakthrough, and sampling in Paw Wah and Quanset Ponds. VOTE: 3-0-0 The vote passed unanimously . The committee discussed the constant changes in the breakthrough in Chatham (the original breakthrough was in 1987) and how it affects Orleans. They noted significant changes within the past couple of months. Proposed Subdivision at 321 South Orleans Road Meservey stated that the Planning Board received an 8-lot subdivision request for 321 South Orleans Road (Estate of Marguerite Ford). This parcel is one of two remaining large parcels fronting on Arey’s Pond which is one of the most heavily impacted and quickly eutrifying ponds in the study area. This parcel is in the ACEC and also in Groundwater Protection District. McGrath stated that this came to the Planning Board as a Preliminary Plan and is under discussion. It basically meets the letter of the law regarding subdivision. There are many concerns with the preliminary plan, it does not ask for a lot of waivers. Access from Route 28 is a concern. The biggest concern with this lot is the impact it will have on Arey’s Pond and ultimately Pleasant Bay. The Planning Board voted to refer it to the Cape Cod Commission as a discretionary Development of Regional Impact. The Cape Cod Commission is encouraging the Planning Board to continue discussions with the developer. They would like this to be handled locally with the various town boards. This will be going back to the Planning Board. McKusick stated that the Board of Health denied the 9-lot proposal. They want a common nitrogen removal system. They would like a portion of the land given to the town and a leaching field. Each property would have a septic tank. Allen Gibbs stated that they agree with the process the Planning Board is using. (Open Space Committee) Water Quality & Habitat Health of the Embayment Systems of Orleans, MA Report (Dr. Brian Howes) The committee discussed the Water Quality report in detail for questions and comments.
