Item #2 Consideration of additions to the agenda-

Item #3 Approval of the minutes of the February 5, 1987 meeting.
Item #4 McAdams Estates -Section 2 (tax map 14.D.25) is a major
subdivision of 6 lots on the north side of McAdams Rd.
It will establish a new private road called Westdale Ct.

Item #5 Gatemore (tax map 44.A.1,2,3) is a major subdivision of
44 lots on the north side of Oakdale Dr. It will create
4 public roads - Rhonda Rd., Dana Ln., Jamie In. and
Sandra Ct. (attached)
Item #6 Discussion of administration of the Subdivision Regulations
with the possibility of Hillsborough adopting it's own
Subdivision Regulations. (attached)
Item #7 Ditcussion of development of a Comprehensive Plan. (attached)
Item #8 Discussion of the Greenway system.
Item #9 Discussion of setting priorities for Planning Board and
Planning Staff for 1987 year.

PLANNING BOARD MEETING
MARCH 5, 1987

Meeting convened at 6:35 p.m. one hour early due to meeting
conflicts.
ADDITIONS: Annexation presentation by the Mayor
MINUTES: The minutes of the February 5, 1987 were approved.
ITEM # 4 Major subdivision review of McAdams Estates -Section 2 (tax map
14.D.25) on the East side of McAdams Road with a new private
road called Westdale Ct. that would create 6 new lots was
presented by Rigsbee. Rigsbee recommended that access be
restricted to Westdale Dr. for all lots and the front setbacks
be labeled. Also that utilities be placed underground and
water and sewer be extended at the expense of the developer
and all customary water and sewer extension policies be
completed. Yuhasz stated that there is a 7" water line and
an 8" sewer line at the sight. Page questioned if Ray
Hamilton, town engineer, has seen these plans. Yuhasz did not
know. Page stated that Town and State approval is needed for
extension of water and sewer.
Page motioned that the subdivision be approved contingent on
that lots 3-8 be restricted to Westdale Ct, setbacks labeled,
and acceptance of the plan by the Town Engineer.
Ashley seconded.
Unanimous.
ITEM #5 Major subdivision review of Gatemore (tax map 44.A..1;2,3)
on the North side of Oakdale Dr. with 4 new public roads
that could create 44 new lots was presented by Rigsbee.
Yuhasz stated that the D.O.T. recommendations would be
adhered to except the cul-de-sac on Rhonda Rd. may no longer
be a requirement of D.O.T. Page stated that Marianne Black,
Orange County Recreational Director, suggested some recreational
areas with picnic tables. Yuhasz stated that these lots are
for individual homes and activities would be centered around
the homes. Recreational facilities are not required of every
development he said. Poole -Kober said that last fall when
this proposal came before the Board that they asked the developer
to take a leadership position and include recreational facilities.
Gates stated that he felt there is not a demand for cluster
homes although there is a clear demand for single family building
lots. Culbreth noted that lot 413 has a stream on it and asked
if there is a possiblity that the lot and others that may be

unbuildable,.could be used for recreational space. Yuhasz
said that other lots may be unbuildable and to keep in mind
that this is a preliminary plan and the final plan could
change. Page asked what is the slope and how are you
contemplating working with the slope. Yuhasz stated that they
hoped not to use fill. Poole -Kober asked if many trees would
be cut. Yuhasz said no, they are bound by the Orange County
Subdivision Regulations which does not allow this and it is
in the developer's interest anyway to retain the trees.
Rigsbee points out that a pond may be required by the Soil and
Erosion Control Department. Page states she would like to see
the recommendations of the Orange County Planning Board and
says that a 5 -lane road is Orange County's plans. Rigsbee
reads her prepared recommendations. thoroughfare
Page motions that the Gatemore major subdivision be approved
subject to the -prepared recommendations, that all unbuildable
sights be used as common recreation area, that any requirements
to maintain the sewer pump station set by the Town be adhered
to and that the Hillsborough Planning Board review the Final
Plan.
Culbreth seconded.
Unanimous.
ADDITION: Mayor Sheffield stated that over the next few months he would
like to strengthen tommunications between the Town Board and
the Planning Board.
The Mayor stated that the Town of Hillsborough is pursuing the
annexation through legislation approach. It would include 2
phases. The 1st phase could be annexed by Aug. 31, 1987 as the
Town need bear little or no expense for services. There would
be no extra police protection but there would be good revenues.
The 2nd phase contains fully developed areas but the Town could
not train police in time for Aug.'87 annexation. There is a
3rd phase which is not shown which consists of the Orange Heights,
Orange High School areas. These areas are fully developed but
need sewer service which is expensive to provide so annexation
of these areas are in future plans only. The legislation includes
Phase 1 and Phase 2jand)Phase 2 would not be effective until
June 30 '88.
Murphy motioned to approve the annexation plan as presented by
the Mayor.
Brody seconded.
Unanimous.
The Mayor said that any new subdivision must file a voluntary
annexation petition that is put on file with the Town Clerk and
used at the Town's discretion if water and sewer are provided
to the lots. The Board agreed to add this to the list of
requirements of the Gatemore major subdivision.
The Mayor stated that the Town owned the Dark Walk.
The Mayor said that the Board is requesting the legislature to
provide funds to landscape the slave cemetery out of the pork
barrell monies. $10,000 is requested.

ITEM #6:.;Rigsbee discusses the Subdivision Regulations' options. 1. To
stay as we are, 2. To amend the Orange County Subdivision
Regulations to suit the different needs of the Town of Hills-
borough, 3. To adopt our own Subdivision Regulations.
Poole -Kober questioned if we have the staff to administer our
own subdivision regulations as Rigsbee is new and there are
alot of violations due to all the changes in the Zoning
Ordinance and lack of staff in the past. She would like to
see violations activiely pursued. The Mayor stated that
possibly we could review the subdivision regulations and tailor
them to the Town's needs. Brody stated that we should wait
until Rigsbee is ready.
Culbreth motioned that Rigsbee be directed to prepare an
analysis of a one person staff, the benefits to the Town by
way of fees, the disadvantages of administering our own sub-
division regulations, research how we can be released from
Orange County review, what support we could still get from
Orange County.
Murphy seconded.
Unanimous.
ITEM #7: Poole -Kober opened the discussion of developing a Comprehensive
Plan by stating that all phases and projects should be brought
together in a Comprehensive Plan. The Mayor stated that a
goal could be a good base map with overlays reflecting the
information that is already available. Possibly this could
be included in the upcoming budget. The Mayor personally has
some reservations on a massive Master Plan and feels that
Land Use is already reflected in our current zoning. However,
he supports compilation of a comprehensive map with supporting
documents and !:for the Board to become actively involved in
Orange County's Land Use Plan. Rigsbee was directed to gather
information on the Orange County's Land Use revision and how
can the Town be involved. Does the Town have representives on
the Township Advisory Council?
ITEM #8: The Board members were asked to bring their ideas on areas that
could constitute the Greenway System in the Town to the next
meeting.
ITEM 9: Priorities for 1987 would be pursuing violations, work on the
Comprehensive Plan, Subdivision Regulations, Greenway and work
to get good maps.
The meeting adjourned at approximately 9:00 p.m.
