Brewster Town Office Building Chairman Henchy convened the Planning Board work session at 3:00 pm in the Brewster Town Office Building with members Henchy, Pierce, Tubman, McMullen and Barnard 3:00 pm WORK SESSION #9 - To review and discuss the following: 1. Sand & Gravel Operations Bylaw Present: Ed Lewis, Peter Johnson, Paul Daniels, Steve Daniels, Cindy Grover, Mike Antronelli, Joanne Hughes, Nancy Ice, Victor Staley, Jillian Douglass Henchy: Called the work session to order. A revised Sand & Gravel Bylaw had been prepared and distributed. Mr. Henchy specifically described management practices and pointed out that the intent of the bylaw was not to stop anyone from running their business but to ensure that the operators re- vegetated areas then moved on to new areas. A lengthy discussion revolved around the revegitation process and it was agreed that a revolving approach would accommodate both the Town and the operators. The operators would obtain a permit for the whole lot with established phases for each 5 acre section. Further a revised site plan would be submitted each time the operator moved to a new area. The intent was to not have more than 5 acres exposed at one time. Mr. Staley clarified the recourse proceedings available under a Special Permit. Mike Antronelli wanted to know that if the operator were to meet all the requirements outlined would they be guaranteed a Special Permit? Henchy and Pierce said they couldn't guarantee but any deviance would have to be justified. The Board was not trying to stop business just trying to put guidelines together to protect the water. Steve Daniels: noted that most sites have other activities going on. He felt a clearer definition of Sand & Gravel was required. This bylaw could apply to all landscape companies because they move product or store soil. He also pointed out that the bylaw did not address storage or stockpiling. A brief discussion on storage and stockpiling occurred. The outcome was that another bylaw would need to be drafted for the Spring Town Meeting to handle these activities.
