" Manager; Mary Wetterer, proposed water storage In the absence of Mayor Beatty the meeting was conducted by Assist- ant Mayor Broeman. 0n motion,of Mr. Collins, seconded by Mr. Landis; the minutes of the previous meeting of July.16,1956, were approved as submitted., Mr. Broeman said.he would -like to consider first the water tank bids and the Council discussed with•Mx. Roth the difference between concrete" and"steel type tanks. Mr. Roth said he would recommend the concrete tank due -to the high cost of maintenance e f the steel tanks.. United Electric Co. $41,438.00 33,200.00 27,800.00% . 25,780.00 4,218.00 .945.00 At the suggestion of the Village Manager that by reason of the time -element involved it is essential -that we go ahead and let the foundation and foot- ing contract "for the water'.tank. It. was:moved by Mr.. Collins, seconded by Mr. Landis, and unanimously voted that Mi. M« R« Harrison as loW bidder for the foundation and footing end:utility. building be"given the 'contract to start.construction as soon as j%ssible. Mr.,Webb said it was evident that it would be another possible two ,months before the 'Water Revenue CertifiCates would be sold and that it was suggested that Mr. Atwill, as fiscal "agent, should make the money available' before that time. Mr. Webb was directed by the Council to send Mr. Atwill a registered letter stating that the Village wanted the money available ' September 1st. Mr. Broeman then issued a Proclamation setting up the week of September,9 - 15 as Civil Defense Week. It was then moved by Mr. Landis, seconded by Mr. Collins, -and unanimously voted that,the meeting be recessed until next weekafter the" return of Mayor Beatty. . The. Council of Bal Harbour Village met Monday, September 10, 1956, at 5:00 o'clock P. M. in regular session adjourned from the meeting of August 27, 1956. Anderson, Village Attorney; Haygood Clarke, representing Atwill &,Company; William E. Beckham, representing Head -Beckham Insurance Agency; and A. Swearingen, rep- resenting Butler Insurance Agency. Mr. Beatty.said he would like Mr._Webb to open the' sealed bids from Butler Insurance Agency and Head -Beckham. Insurance Agency, and tabulate same. (Beckham - $105,000 + Butler - $100,000) Butler Insurance 2 092.67 1;490.52 '403,.82 A discussion followed and Mr. Beatty suggested that, Mr. Webb make a compari- son of the bids and report his opinion at next Monday's meeting. Mr. Beatty asked Mr. Webb to report on the progress of .the water tank. Mr. Webb stated that he had been authorized to award the-contract'for. the foundation to M. R. Harrison Construction Company at the previous meet- ing and that he•had written a registered letter to Mr. Atwill, at the Coun- cil's request, regarding the availability of funds for construction. Mr. Clarke, representing Mr. Atwill, stated that he believed the bonds would be validated by October 5th and that money could not be made available to the Village until the 20-day appeal limit after validation. A discussion follow- ed and it was decided by the Council to take the necessary $25,780 from sur- plus. Mr. Beatty then asked for a discussion regarding relative merits for a steel -,tank versus a concrete, tank. Mr. Landis made a motion in favor of a concrete tank and his reason being that, after consulting engineers, the Council had been advised that it would be more practical and that savings August 27, 1956 would be effected to the Village over a period of years.. Mr. Landis also. moved that the contract should be issued as of the date of validation of the bonds, and the contract be awarded subject to cancellation should the bonds not be validated by November 1st; seconded by Mr. Collins and Unan- imously carried. Mr. Broeman suggested that the Council should give ser-: ,ious thought to the source of water supply and that we ask the City of . Miami Beach to make a contract with Bal Harbour Village holding the water. rate to 25$.for the length of time of the bond' issue. Mr. Anderson said a .contract was definitely feasible and suggested that Mr. Webb make -an appointment with Mr. Morris Lipp. or Mr. Renshaw of the City of Miami 'Beath to discuss the contract. Mr. Webb read a letter received from Mr. Beddall of the Florida bower : & Light Company stating that said company wants Bal Harbour Village to build an underground vault, to eliminate the overhead temporary poles.. A discussion followed after which Mr. Broeman made a motion teat Mr. Webb . write a letter to Florida Power & Light Company informing them that the Village Council would not go along with the vault. The motion was second ed by Mr. Landis and unanimously carried. Mr. Beatty .asked Mr. Webb to read to the Council an ordinance entitled: ORDINANCE NO. 50 AN ORDINANCE FIXING AND DETERMINING THE RATES AND CHARGFMS FOR THE, USE AND PRIVILEGE OF USE OF,THE WATER DISTRI- BUTION SYSTEM OF BAL HARBOUR VILLAGE; .PROVIDING FOR THE COLLECTION AND pIS- POSITION OF SUCH CHARGES: After a short discussion, motion was made by Mr. Landis to adopt Ordinance No. 50:. Seconded by Mr. Broeman and unanimously carried. Mr. Webb stated that he as a bid in from Remington Rand Company in the.emount of $1,766.50 for a sectional counter to- be used in the new Village Hall. After a short discussion ,Mr. Collins made a motion to authorizeMr. Webb to purchase the counter, Mr. Broeman seconded the motion and it was carried unanimously. Mr. Webb then showed the Councils sketch of a bronze plaque, 16" x 10"-at a cost of $110.00,.instailed, which he proposed for a corner stone for the new Village Hall.. Mr., Broeman suggested it be held in abeyance until next Monday night's meeting. Mr. Webb told the Council about a meeting called by the Army Engineers regarding the Baker's Haulover Inlet to be held on October 3rd, which he plans to attend. , . , Mr. Webb requested of the Council permission to carry the sidewalk, gutter and curb along the north side of 96th Street from West Bal Harbour Boulevard to the Bridge. Mr. Collins made a motion that all property owners abutting on 96th Street be notified of a pending lien for construc- August 27, 1956 tion of sidewalks, gutter and curb, seconded by Mr. Landis, it was unan imousiy carried..
