A RESOLUTION: A WARDING CARR TANK NO.2 CONSTRUCTION CONTRACT
WHEREAS, Carr Tank No.2 is a funded capital project; and
WHEREAS, in response to a public solicitation for construction bids due August 31, 2007,
the Town received one bid; and
WHEREAS, the bid was evaluated by the Director of the Department of Capital Projects
Management and the Chief Purchasing Officer in accordance with the Town's Purchasing Policy;
and
WHEREAS, Caldwell Tanks, Inc. was determined to be the lowest responsive and
responsible bidder with a base bid of $3,882,000 and alternative bid of $3,552,000; and
WHEREAS, the Special Exception #TLSE-2005 plat for the tank, approved by the Town's
Department of Planning and Zoning on December 13,2005, states that "the size, shape and color
of the proposed water tower will match that of the existing tower"; and
WHEREAS, the base bid was for the construction of a 97-foot diameter elliptical tank
which is the diameter of the existing 1.5 million gallon elliptical tank; and
WHEREAS, the alternative bid was for the construction of a 91- foot diameter elliptical
tank which now is the conventional design for such 1.5 million gallon tanks; and
WHEREAS, the Zoning Administrator has reviewed the base and alternative designs and
has determined both to be in compliance with Special Exception #TLSE-2005; and
WHEREAS, the alternative bid is within the available budget but the base bid exceeds the
budget for the project.

A RESOLUTION: AWARDING CARR TANK NO.2 CONSTRUCTION CONTRACT
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute a contract, in a form approved by the Town Attorney, with
Caldwell Tanks, Inc., in the amount of$3,552,000 for the alternate bid construction ofthis project.
